About the Organisation
Sigmar Executive is partnering with the Department of Transport in their search to recruit an independent external member for the Major Projects Governance Oversight Group (MPGOG), for which the Department is seeking an individual with relevant major project/programme expertise.
The Major Projects Governance Oversight Group, established in 2020, is an important body within the Department of Transport, tasked with monitoring and advising the Department in relation to major public transport projects. This includes DART+, MetroLink and BusConnects, the largest public transport investments in Ireland.
The Group’s purpose includes the following:
* Monitor and advise the Department with respect to major public transport projects.
* Advise the Government on key Approval Gates for major public transport projects;
* Monitor and oversee major project delivery by the National Transport Authority (NTA).
About your New Role
As an independent external member, you will be committed to ensuring the effective governance and delivery of major projects and programmes. Your focus will be on infrastructure governance, risk management, and strategic oversight to support the successful implementation of large-scale initiatives.
You will be appointed for a 3-year period. Meetings of the MPGOG will take place almost monthly, 10 times per year, typically in the Department’s Offices in Dublin 2 at a time and date to be agreed (meetings are usually in-person; virtual attendance can be facilitated but physical attendance is expected most of the time). An indicative time commitment therefore is 10 half-days per year, plus meeting preparation.
Required Skills
* Current, or previous, senior executive level experience in major project governance and delivery, including infrastructure governance and delivery.
* Extensive experience of the planning process for large, complex infrastructure programmes and best practice for the associated risk management.
* Possess the leadership experience necessary to offer alternative perspectives, based on an ability to consider strategic, complex and often sensitive issues from an informed and balanced viewpoint.
* An ability to exercise independent judgement and to constructively challenge and encourage.
* Excellent communication and presentation skills.
* Experience working in the transport sector.
* Knowledge of Irish project/programme governance and approval processes would be an advantage.
* Previous experience of working in an advisory/expert role.
* Good knowledge of, or examples of engagement with, the public sector.
* A background in transport engineering and/or transport planning.

* The remuneration terms are a per diem of €1,200 along with reimbursement of vouched travel and accommodation expenses, in line with Irish Civil Service guidelines.
