The Role:
The Asset Operations functions form the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operational Control Function has responsibility for developing, implementing, and managing the activities of key technical teams and infrastructure, which provide expertise and excellence on a national basis in collaboration with, and complementary to, the Regional and Local delivery of routine front-line water and wastewater services.
The Integrated Operations team monitor the performance of the operating environment, ensuring risks to service continuity are identified and managed and that the Customer first approach is at the forefront of Asset Operations activities. This will include the performance of the asset base, optimising production and managing network integrity during interventions.
The Telemetry Design Technician reports directly to the Telemetry Design Lead, has a national remit and is responsible for supporting the QA of Telemetry design submissions from third party/contractors, through consultation with the Technical Assurance team. The Telemetry Design Technician will provide challenge, review and governance in relation to the QA of a portfolio of capital work projects to ensure projects employ the appropriate engineering solution and maximise the probability of project success. Oversee project feasibility & design development, ensuring compliance with specifications and contractual requirements, and to develop, standardise, maintain, audit and monitor all projects in terms of quality of technical content.
Main Duties and Responsibilitie
Responsible for the QA of Telemetry design submissions from third party/contractors, through consultation with the Technical Assurance team.
Responsible for providing challenge, review and governance in relation to the QA of a portfolio of capital work projects to ensure projects employ the appropriate engineering solution and maximise the probability of project success.
Responsible for undertaking a range of telemetry technical, audit, fault finding /reporting tasks directly related to ensuring the successful & cost effective delivery of UÉ’s Capital Delivery Programmes Projects Telemetry Installations whilst ensuring that they fully comply with the relative UÉ Designs, Specifications & Standards.
Responsible for reviewing the design, development and implementation of the required Telemetry contract documentation for a range of UÉ and UÉ Client Department projects with a primary focus on ensuring the efficient and effective delivery of the projects, recording and reporting of all non compliance technical/telemetry matters and to input as required in the speedy resolution of these problems.
Responsible for delivering (QA controlled) site telemetry Technical Audit and Governance services, thereby ensuring that the project’s Telemetry outputs are in full compliance with the projects telemetry designs, and the requirements of Uisce Éireann current Specifications, Standards etc.
Responsible for providing the project team with all required Telemetry/technical interventions throughout the entire project life cycle to ensure projects are completed on time, to cost and to quality.
Maintain and update a range of Technical and Programme Telemetry Databases and to implement an ethos of continual improvement, in respect of the quality and validity of the information contained therein.
Responsible for taking ownership of the technical knowledge management in respect of the projects on site installation and commissioning, capturing technical, design and construction feedback from projects thereby coordinating lessons learnt and their future implementation.
Responsible for co-ordinating and reviewing configuration packages provided by telemetry service providers / third party / contractors. Ensure all design submissions are in line with current standards and specification. Co-ordinate site “go live” of telemetry in conjunction with third party/contractors.
Responsible for assisting in the preparation of site-specific failure reports, interpreting data and assisting in root cause analysis investigations.
Responsible for ensuring that all tasks are compliant with agreed processes and procedures and demonstrate the agreed levels of governance.
Adhere to all HSQE plans, policies and procedures.
Responsible for monitoring and reporting KPIs for processes over which they have ownership.
General Duties and Responsibilities
Collaboration with key internal stakeholders across the UÉ business.
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Other duties as required.
Knowledge, Skills and Experience
Relevant third level qualification and or accreditation is desirable and or relevant experience
A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable
Ability to develop and maintain effective partnerships with key stakeholders internally and externally
Technical knowledge of different systems and processes, e.g. configuration of servers, PLCs, instruments, workstations and telemetry outstations and the creation of site graphics
Full, clean and valid Irish category B driving licence is minimum requirement. clean driving licence is defined as meaning that the applicant has not been convicted of an offence under the Road Traffic Acts (other than an offence for which the penalty is the imposition of penalty points).
Requires an understanding of the internal structure of databases and how to extract relevant data
Ability to design and modify telemetry software builds along with site mimics to agreed standards
Knowledge to assist with the installation of telemetry at all asset types, e.g. the Telemetry Services Technician would be required to review proposed site signal listings, carry out configuration and load onto the corporate platform, monitor the end to end testing and resolve problems (nuisance alarming, incorrect configuration etc.)
Knowledge of operational sites and processes and an understanding of the data being collated in the telemetry system
Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
