Title of Position: Asset Manager Light Rail Network Salary: €80,475 - €106,004 Background The Asset Manager Light Rail Network is generally responsible for leading the planning, coordination and delivery activities for the multi-annual asset management investment programme for the Light Rail Network in line with national investment and climate policies, as well as TIIs asset management policies and strategies and appropriate internationally recognised asset management standards. The Asset Manager will be required to work with TIIs safety section on safety related matters. In addition, while new light rail schemes are the responsibility of TIIs capital programme division, the Asset Manager will be required to collaborate with and support colleagues across TII working on major light rail investment projects. The role holder will be expected to contribute to the development of light rail plans, promote the values and culture of TII, contribute to the delivery of TIIs sustainability and climate action plans and represent TII at various national and international forums. Role and Responsibilities To assist in the development of a multi-annual investment programme for asset management and renewalsactivities across all assets including infrastructure, rolling stock, urban realm and passenger wayfinding. Working with colleagues in the Light Rail Network Management section this role will be required to manage the delivery of asset management and renewal projects andactivities across all asset classes and groupings. To contribute towards and operate within effective governance, risk and compliancearrangements for the asset management team and comply with rail safety legislation and TIIs certified safety management system/s, and other relevant corporate policies, guidelines, standards and codes of practice. To support longer term / strategic planning activities for the Light Rail Network in Dublin including engaging with various stakeholders in this regard. More specific responsibilities include: The development and implementation of a comprehensive asset management strategy for the Light Rail Network, with other asset management, aligning with ISO 55001 standards and TIIs asset management framework. To contribute to the planning and development of a long-term multi-annual investment programme for the Light Rail Network Management section and support the preparation of business cases in line with national guidelines to secure long-term funding. To ensure inclusion of asset management investment planning and delivery activities into TIIs Annual Plan and Budget, Statement of Strategy as well as relevant Government / NTA capital investment and climate action plans for transport. To contribute to the development of effective procurement and supply chain strategies to procure appropriate asset management systems and tools and to secure experienced contracting arrangements for the delivery of a multi-annual investment programme involving asset management and renewals activities and workstreams. The development and implementation of a long-term programme of Light Rail Network track renewal works. To manage and coordinate the timely delivery of individual asset management and renewals projects[1] and workstreams with technical advisers, various contractors and the Luas O&M Operator. To monitor and report on project progress across the range of asset management and renewals activities projects on a weekly and monthly basis. Stakeholder engagement and collaboration activities with internal and external stakeholders, including TII teams, contractors, and regulatory bodies, to ensure effective communication and coordination in asset management activities. To represent TII and promote the importance of asset management at various asset management forums which support networking, knowledge sharing and learning and development. To prepare reports relating to the planning and delivery of a multi-annual asset management programme and ensure that asset management documentation is accurate, up-to-date, and compliant with TIIs requirements. To promote initiatives to continuously improve asset management practices within the Luas network. Stay abreast of industry developments and integrate best practices into TIIs asset management framework. Ensuring the implementation of the TII Railway Organisation Safety Management System within their section and ensuring compliance with the policies and procedures set out in the TII Railway Organisation Safety Management System. The Asset Manager may be delegated safety responsibilities by their Senior Manager in accordance with the Safety Management System and may be required to deputise for their Senior Manager in the performance of safety related tasks. To undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade. All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation. ESSENTIAL REQUIREMENTS Education & Experience The successful candidate will be required to demonstrate the key competencies for a Grade 1 position, as identified in the Competency Dictionary on the HR section of the intranet, as well as the following job-specific requirements: Degree or 3rd level professional qualification (NFQ Level 8 or equivalent) in engineering or other relevant discipline. Chartered Engineer with Engineers Ireland, or professionally registered at an equivalent level with an equivalent organisation, or in a position to obtain chartership within one year of appointment to the position. At least seven years of post-graduate experience, including substantial contract management within asset management, preferably in the transport or infrastructure sectors. Experience in engineering and construction, preferably within the light rail and/or heavy railway environment is desirable. A strong knowledge of track design standards, defect identification and associated remedial/corrective measures is desirable. Knowledge of asset management principles, particularly ISO 55001 combined with a good understanding of lifecycle management and risk management related to transport and/ or infrastructure assets. Effective organisational and people management stills and good interpersonal skills. Knowledge of working on railway operating environments and / or working within safety critical environments. Strong planning capabilities combined with good analytical skills with the ability to interpret complex data and make informed decisions. Experience in using asset management software and tools is a plus. Good communication and interpersonal skills, with the ability to present complex information clearly and concisely to a variety of audiences. Good negotiation skills and good stakeholder management and relationship skills. Good procurement, contract management and programme / project management skills combined with good commercial and contractual acumen. A good understanding of programme management, project management and risk management. Familiarity with Irish and EU regulations related to transport infrastructure and a commitment to ensuring compliance with all relevant standards and regulations.
