This role is responsible for ensuring the smooth running and best in class governance of technology across the Europe Cluster.
The majority of time will be focused on the CEP legal entity; however, it is expected that this person will also look to standardise governance and oversight practices across all 5 legal entities and 24 countries in the cluster.
The successful candidate is expected to be the primary delegate and support to the CEP CIO /Head of Technology Europe.
The person will directly manage a team of individuals who are responsible for oversight of technology in CEP. This includes running the monthly Technology Oversight Committee, providing material to the Board, Exco, BRCC, being accountable for technology outsourcing / 3rd party management in the CEP legal entity, and ensuring metrics for CEP are available.
The successful candidate is also expected to interact with the regulators of the CEP legal entity (Central Bank of Ireland and European Central Bank) as well as internal/External Audit, Compliance, Risk, and all technology lines of business.
A critical requirement for the role will be an ability to read and understand regulations relating to technology (e.g., EBA ICT Guidelines, EBA Outsourcing Guidelines, Digital Operational Resilience Act - DORA) and have a good understanding of how these requirements map to Citi Policy.
In order to be successful, a good understanding of the technology industry across Europe and current regulatory developments would be a significant advantage.
Responsibilities:
* Act as delegate to the CIO and manage any escalations required.
* Ensure all oversight and governance functions of CEP technology operate smoothly.
* Ensure all meetings are adequately documented and actions tracked.
* Ensure consistency across different legal entities in Europe.
* Engage with regulators, audit, ORM, compliance regarding matters relating to technology.
* Put in place and manage a process to oversee technology 3rd parties including both external and inter-affiliate arrangements impacting CEP.
* Review current practices around application list definition across Europe and work on a revised standardised approach.
* Influence global technology organisation to deliver legal entity / country views of metrics.
* Where required, manage any CEP specific projects.
* Manage a small team to deliver all of the above.
Qualifications and Experience:
* Extensive experience in either technology or banking role.
* Excellent written/verbal communication skills.
* Experience / understanding of technology policy.
* Highly structured and organised.
* Prior experience with audit and/or regulatory engagement.
* Understanding of corporate governance is an advantage.
* PowerPoint and/or Excel skills are an advantage.
* A very broad understanding of technology and banking at a major financial institution will be an advantage.
Education:
* Bachelor’s/University degree or equivalent experience, potentially a Master’s degree and managerial experience.
