We manage Dublin Tunnel, Jack Lynch Tunnel and the Motorway Traffic Control Centre (MTCC) for Transport Infrastructure Ireland (TII). ERTO's responsibility is to manage all processes associated with the Operation and Maintenance of the Dublin Tunnel, Jack Lynch Tunnel and the MTCC. We are located at the Dublin Tunnel Control Building on East Wall Road.The position’s holder is responsible towards compliance with the three Codes of Ethics, Integrity and Human Resources Management Code, internal rules, all local regulations and Health & Safety rules that apply in for the Egis Road and Tunnel Operation activities.Job DescriptionThe MOCC Manager is responsible for leading the effective day-to-day operations of the Motorway Operations Control Centre (MOCC), ensuring high performance in line with Key Performance Indicators (KPIs), operational continuity, and coordination with operational partners. The role will also ensure the MOCC adheres to health, safety, quality, and environmental standards while maintaining effective communication across multiple stakeholders and responding efficiently to incidents across the national motorway network.Manage TII’s advanced motorway and tunnel management system applicationsMonitor quality of all notifications and communications sent to stakeholders and publicLiaise with other ERTO departments and stakeholders to facilitate, maintain and develop new and existing systems though a capital expenditure programmeEnsure compliance with applicable contractual obligationsFacilitate the “One Control Room” ethos, coordinating tunnel and motorway operations seamlessly Liaise, on behalf of the client, with operational partners and stakeholdersFacilitate operations by guiding critical decisions and development SOP’sDeveloping special event response plans and guiding/ training on themIdentify, develop and report on measures of effectiveness for the MOCC by providing KPI’s on transportation management, traveller information, incident management and vehicle detection system data to managers, stakeholders and motorway/tunnel usersPrepare regular reports on the performance of MOCC operationsTaking all actions within the scope of the Service in an environmentally responsible mannerSupport the implementation and integration of new systems, such as NIMS, in collaboration with the client and subcontractors.QualificationsLevel 8 qualification recognised by the National Framework of Qualifications Ireland, or other equivalent qualification in an appropriate disciplineAt least 5 years control room experience managing people is essential and a minimum of 2 years traffic control tunnel control room management is desiredStrong experience with SCADA, ITS, or traffic monitoring and communication systems.An understanding of client relationships and reporting, including stakeholder liaisonDemonstrated ability in employee mentoring and developmentProven leadership and incident response capability in high-pressure environmentsChange management experience to lead continuous improvement of operating efficienciesA high level of numeracy and demonstrable analytical skillsExcellent written & verbal communication skillsFluent written & spoken English
