Title of Position: Human Resource Generalist
Salary: €55,492 - €73,378
Background
The HR department in TII delivers professional and proactive expertise across the organisation to ensure that TII attracts, develops, enables and engages a diverse high performing workforce. The HR vision is to be at the heart of the development and delivery of TIIs Strategic People Objective, enabling our colleagues and the organisation to achieve their full potential.
We are seeking to appoint a Human Resources Generalist (HEO level) to join the existing HR team. This role will help manage the increasing duties of the HR team as the organisation expands in both numbers and remit and deals with increasing corporate and project responsibilities.
Role And Responsibilities
Role responsibilities will include some or all of the following (subject to priorities and allocations within the team at any given time):
* Working closely with the Head/Deputy Head of HR and HR Specialist to support a range of strategic HR initiatives
* The procurement /development/ implementation of various HR initiatives and processes in a range of areas, for example:
o Learning and Development
o Wellbeing
o Culture
o Employee Engagement
o Hybrid working
o EDI
o HR systems review, automation and efficiencies
* Partnering with Projects/Teams to enhance integration and collaboration and provide HR support to project/divisional management personnel
* Recruitment campaign management - incl. coordinating the preparation of role information booklets, shortlisting and interview panels, posting advertisements, participating in interviews
* Contract preparation, monitoring of contract terms and probation management
* Working with the existing HR team in the day-to-day operation of the HR office including payroll processing, query management, leave entitlements etc.
* Provision and analysis of metrics on staff related matters such as staff numbers, recruitment, leave plus the preparation of reports for management, DOT and other parties
* Management of the consultant/contractors induction process, including liaison with parent companies plus TII functions
* Rolling out and overseeing the performance management(PM&D) process
* Ensuring HR policies and procedures are up to date and in line with best practice and current legislation
* Provision of support to the Director Business Services in relation to HR and Business Services Directorate matters
* Deliver policy and procedure briefing sessions to staff (and consultants)
* Providing advice to Managers on HR policies and procedures
* Engaging directly with staff on a range of queries, issues, policies and practices
* Management of absences and supporting the return to work processes
* Review employment practices to ensure legal compliance
* Support the pensions administration process for a number of TIIs pension schemes including the preparation and dissemination of benefit statements
* Implement HR department data protection activities
* Supporting grievance and disciplinary matters, coaching line managers on such issues and ensuring policies and procedures are adhered to
* Management of the annual foreign travel plans
* Undertaking such tasks, activities or other duties as may be required or assigned as appropriate to the grade.
All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation.
Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.
Essential Requirements
Character
Each candidate must be of good character.
Health
A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service
Education & Experience
The successful candidate will be required to demonstrate the key competencies for a Higher Executive Officer position as identified in TIIs Competency Directory, as well as the following job-specific requirements:
* A minimum of five years experience of working in a responsible position in an extremely busy office environment.
* A third level qualification (Level 7) in a relevant discipline such as human resources, industrial relations or business studies is desirable
* Excellent communication skills, both verbal and written, including good report writing skills and proven ability to present to staff and management
* Prior experience of working within a highly confidential environment
* Proficient in the use of MS office applications, in particular Microsoft Word, Excel and PowerPoint and a proven aptitude for quickly learning new systems/software.
* Highly organised, with strong attention to detail and experience of managing a significant workload
* Proven research and analytics experience in a professional working environment
* Ability to work as part of a team and also to work on own initiative, with strong multitasking capabilities
* Ability to deliver upon objectives within required timelinesand prioritise tasks effectively
* Familiarity with the culture and organisation of the public sector
* Strong interpersonal skills, with ability to motivateand provide advice and direction to team members.
* Excellent verbal and written proficiency in English.
Desirable Requirements
* Experience of working within the area of human resources.
* Project management experience
* Knowledge of employment law in Ireland
* Experience of managing and motivating staff
* Membership of the Chartered Institute of Personnel Development (CIPD) or eligibility to become a member.
