An exciting opportunity has arisen for an experienced Procurement Executive to join a dynamic corporate governance and legal team. This role involves managing the full end-to-end public procurement process, ensuring compliance with regulations, and supporting internal teams in tendering and contract management.
The Role
1. Manage the entire procurement process from specification development to contract approval and award.
2. Assist in the full tender process, including creating and advertising tenders, and managing contract awards and required notices.
3. Provide practical guidance on suitable procurement routes, such as OGP framework agreements, and collaborate with the legal team on contract preparation.
4. Advise on procurement regulations, contract strategies, and key areas of risk.
5. Guide the use of standard procurement templates, evaluation criteria, and timelines, and assist in completing relevant procurement documentation.
6. Oversee evaluation processes, including compiling scores and commentary for notification/standstill letters.
7. Review notification/standstill letters for accuracy.
8. Ensure proper administration and record-keeping for procurement activities.
9. Maintain and update the tender/contract register regularly.
10. Assist in reviewing and updating standard procurement templates and guidance documents.
11. Provide advice and support on procurement-related queries.
12. Support the Procurement Specialist with key tasks and address requests as they arise.
Requirements
1. 3+ years' experience in public procurement operations, with knowledge of public sector procurement regulations and guidelines. The primary duties and responsibilities of which must have related to procurement rather than procurement being a secondary responsibility. (Essential)
2. Direct knowledge of the eTenders gov.ie platform and managing tenders electronically. (Essential)
3. Pursuing or holding a relevant qualification in public procurement (Professional Diploma in Public Procurement (IPA). (Essential)
4. Experience of managing full end to end tender processes with working knowledge of public sector best practices. Ensuring that any associated administration or record keeping is carried out.
5. Third level qualification, to a minimum Level 8 on the National Qualification Framework.
6. Ability to manage numerous procurements whilst ensuring deadlines are met and attention to detail is adhered to.
7. Ability to organise and prioritise own workload, within defined requirements for the role.
8. Ongoing flexibility and interest in career progression and development.
9. Aspects of this role may require travel and working outside of normal office hours.
10. A full driving licence is desirable.
