The Governance Officer works under general direction only and their recommendations or decisions are key to IFI’s compliance with relevant legislation/ regulation. This role involves access to and processing of significant confidential information, discretion is expected at all times. This role requires very good knowledge and skill in the use of ICT and the appointee will be expected to use new techniques and technologies as they arise.KEY RESPONSIBILITIESMaintenance, monitoring and reporting on the organisation’s compliance with the CoPGSB 2016 – meeting Departmental submission deadlinesLeading on meeting the organisation’s obligations in relation to the Lobbying Act 2015 as amendedBoard & Sub-committeesActing as secretary to IFI’s Sub-committees (currently x 6)Maintaining Board and committee meeting records i.e. terms of reference, registers of attendance, actions and resolutionsPrepare and maintain Board and subcommittee documentation in an orderly and accessible format and proactively follow up actions, filing and dissemination of minutesCo-ordination of meeting scheduling, meeting agenda and papers for meetings including working with technology platforms used for circulation of meeting materialsLiaising with and supporting internal and external Board and Committee members as part of on-boarding, induction and on an ongoing basisBoard administrationAppointment/retirement/resignation – records (letters/payroll/creditor/insurance declaration and evidence of insurance/tax)Maintenance of IFI Register of Interests / Code of Business Conduct for Directors (IFI Board)Leading the annual Board/sub-committee evaluation of effectiveness – internal/externalLeading the event attendance/coordinationMaintaining Board T&S records (sign off and backup documentation)Maintaining the eGovernance websiteImplementing and updating policies/procedures for the IFI BoardBoard Governance policies and procedures review cycleBoard and committee terms of reference review cycleSMT Statements of AssuranceAssist with development of an Assurance FrameworkGovernance Training arrangement and facilitation of;Code of Conduct refresher workshopsConflicts of Interest workshopsInduction for Board membersEnsure relevant mandatory staff training is implemented and loggedEnsuring Board governance systems of control are functioning and fit for purposeResearching corporate governance trends and codes of practiceMaintaining IFI’s Website – responsible for co-ordinating updates to the Board governance section of IFI’s with the IFI webmasterEnsure all of IFI’s governance registers are up to dateMaintaining the Unit’s Risk Registers on a quarterly basis and ensure reports are available for key meetingsAdvise on developments related to risk managementCoordinating tender competitions in line with IFI’s Finance and Procurement policies and procedures; ensuring robust financial records are maintainedResponding to PQs – as required by the Board Secretariat and Compliance ManagerMaintain IFI’s corporate policies and schedule of updatesAssist in drafting policies, where requiredContinually striving towards process improvement and excellence in service delivery.Keeping appraised of new developments in corporate governance best practice.Ad hoc requests - as required by the Board Secretariat and ManagerJob requirementsKEY EXPERIENCE & QUALIFICATIONSThe ideal candidate will have the following;EssentialA minimum of 5 years’ work experience in governance, compliance or a complimentary function, with a similar level of high-quality meeting record draftingExperience of the regulatory and compliance requirements relevant to Inland Fisheries IrelandExperience in drafting accurate, accessibly written and concise policies, reports and minutes of meetingDemonstrable experience of communicating complex information through written and spoken meansDemonstrable experience of facilitating in-person and online engagement/trainingTangible experience of maintaining, monitoring and reporting on an organisation’s systems of controlExcellence in managing administrative functionsKEY SKILLS & ATTRIBUTESThe ideal candidate will have the following;EssentialA recognised third-level qualification at a minimum of NFQ Level 7 or equivalentA full Category B driving licence that is valid in Ireland and a willingness to travel to and work from IFI’s district offices nationwide, if requiredA diploma in Corporate Governance or a recognised equivalentFull proficiency in the Microsoft Office suite, with a high level of IT skillsA proactive approach to work in a dynamic environmentAn ability to manage competing priorities effectively in a challenging environment with sometimes time sensitive deadlines.High attention to detail, strong organisational skills, and a process orientated mindsetExcellent problem-solving skills and the ability to work independently under general supervisionExcellent internal and external customer service skills with the ability to communicate with clarity, diplomacy and discretionThe ability to deal with highly sensitive and/or personal matters, preserving strict confidentiality at all times.TENUREThis post is offered on a permanent contract basis.REMUNERATIONThe salary scale for the position is at the level of Higher Executive Officer as applies in Inland Fisheries Ireland, it is a 9-point scale including 2 long service increments (LSI’s):Point 1 €56,058.57; Point 2 €57,718.03; Point 3 €59,385.04; Point 4 €61,045.98; Point 5 €62,715.41; Point 6 €64,383.64; Point 7 €66,049.43; Point 8 (LSI 1) €68,457.74; Point 9 (LSI 2) €70,859.97 (IFI HEO Grade PayScale as of 01/10/2024)Candidates should note that salary will not be subject to negotiation and the rate of remuneration may be adjusted from time to time in line with Government pay policy.
