The Senior Regulation Analyst will ensure ESB Networks is abreast of the many legislative, policy and regulatory changes required to deliver this transformation. Alongside the wider Regulation team, the Senior Analyst will engage with internal and external stakeholders (e.g. the Commission for Regulation of Utilities (CRU), government departments, EirGrid) in an ever-complex electricity sector.
Key Responsibilities
* Drafting of high quality, succinct summaries and reports – often to tight timelines - for Senior Manager and other internal briefing.
* Through effective stakeholder relationship management and communication, representing ESB Networks with key external stakeholders, such as the CRU, EirGrid and Government Departments. They may involve areas such as the Clean Energy Package and Climate Action Plan.
* Coordinate the drafting and publication of the external annual distribution and transmission performance reports.
* Support the business in submitting strong Price Review 5 (PR5) incentive and performance reports to the CRU. There is a step-change in the volume of such reporting required in PR5.
* Manage key Distribution Code deliverables, including the code derogations process, and the work of the Distribution Code Review Panel.
* Calculating and submitting annually to CRU the Public Service Obligation (PSO) Levy allocation for each electricity customer category.
* Build relationships and collaborate with internal stakeholders in ESB Networks to ensure regulatory reporting obligations are understood and delivered.
Experience and Qualifications
* 7-10 years of relevant experience
* 3rd Level qualification or equivalent work experience.
* Extremely strong communications skills.
* Highly motivated, with the ability to work on own initiative and as part of a team.
* Excellent analytical skills with the ability to distil complex matters to key issues.
* Ability to interpret and analyse regulatory policies and practices.
* The ability to deliver high quality work to tight deadlines.
* The demonstrated ability to manage multiple priorities.
* Understanding of the strategic, commercial and regulatory aspects of the ESB Networks business.
* Experience of formal written submissions and presentations to regulatory bodies or key industry stakeholders.
* Knowledge of energy sector developments domestically and internationally (e.g. Climate Action Plan; Clean Energy Package, National Energy Security Framework)
Location
This position will be based in Leopardstown Road, Dublin.
