With over 115 employees, the City Planning Office shapes the essential foundations of Cologne's structural development and design.
We are looking for a committed manager with technical and strategic expertise to manage the many tasks involved in urban development project management and urban land use planning.
One focus in the coming years will be the digitalization of planning processes and the necessary design, procurement and maintenance of the basic IT infrastructure of the urban planning office.
In addition to hardware and software in the area of planning, geodata is becoming increasingly important and its internal and cross-departmental management poses new challenges.

YOUR MAIN TASKS You ... are responsible for all GIS projects for transparent communication and management of land use in cooperation with the Office for Urban Development and Statistics.
are responsible for the development of a strategic urban planning control instrument through a transparent, geodata-supported system for decisions on future urban planning.
are responsible for setting up and maintaining the office-specific specialist IT infrastructure as well as maintaining and expanding the office's internal geodata infrastructure, including specialist first-level support.
are responsible for the conceptual and strategic further development of subject-specific digitization.
develop concepts for the preparation, adaptation/transformation and modeling of georeferenced data using the necessary software systems and in coordination with external bodies (public administrations, planning offices, utility companies, investors).
form the communication interface to other municipal departments for specialist and geodata-related issues.
are responsible for the management and further development of currently 11 employees as well as for occupational health and safety matters in the area of responsibility Your active support as a special functionary in the implementation of elections and the motivation of your employees to take on such a function is requested.
This concerns a maximum of 3 days per election, which will be rewarded with special leave and an expense allowance.

We expect the following from you You have successfully completed a (technical) university degree in a subject area relevant to the task (e.g.
computer science, geoinformatics, geodesy with a focus on geoinformatics or business informatics) or proven equivalent skills and experience in the IT field.

ArcGIS, QGIS) and their geodatabases.

The salary range in pay group 11 (TVöD-IKT) is currently between 4,032.38 euros (experience level 1) and 5,975.19 euros (experience level 6).
