Taighde Eireann - Research Ireland is the national research and innovation funding agency, established on 1 August 2024; it amalgamates the activities of the Irish Research Council and Science Foundation Ireland. Research Ireland will drive world-class research and innovation in Ireland, funding excellence in all disciplines across the spectrum of Arts, Engineering, Humanities, Mathematics, Science, Social Sciences, Technology and others.
We are now recruiting a permanent role for an HR Executive (Operations). The HR & Recruitment Executive will report to the Human Resources Manager. The ideal candidate will have a strong background in the public sector, a proven track record in recruitment, HR operations, HR reporting, payroll and employee relations.
Role Overview
Reporting to the HR Manager, the successful candidate will have responsibility for a broad range of day-to-day HR operational accountabilities to include: support and maintenance of the Agency's HRIS system (CoreHR), overseeing and managing the recruitment process, new starter inductions, Payroll and Pension management, as well as supporting day-to-day HR queries and HR projects as required.
Key Accountabilities
Recruitment
Full life-cycle management of the talent acquisition process, from candidate attraction through to offer management.
Building relationships with Hiring Managers, understanding their business needs, role requirements, desired profiles, and recruiting timelines, ensuring that the end-to-end recruitment and selection process and all associated activities are fully compliant with Research Ireland/Government policies, relevant legislation, and demonstrate best practice.
Design and implement robust structures to support talent attraction, using market knowledge to engage with active and non-active talent to build diverse talent pipelines, and ensuring a superior candidate journey.
Develop and maintain our recruiting platforms such as Occupop which supports a range of jobs boards such as LinkedIn and Irishjobs.ie.
Build and drive our employer brand recognition and implement candidate attraction campaigns throughout the year.
Conduct interviews by evaluating employment factors such as job experience, education, training, skills, knowledge, abilities, and other data relevant to the selection process.
Continuously review our recruitment practices in line with best practices.
Provide training and support to Hiring Managers on all aspects of the selection process.
Provide regular reports and analytics to the business and stakeholder groups on recruitment efforts.
HR Operations
Support the reviewing of HR Processes as required, with a view to updating, simplifying and ensuring best practice applies to all processes.
Monthly/Fortnightly Payroll oversight (payroll completion is outsourced to a 3rd party vendor) & Pension management support for all staff.
Managing, maintaining and updating Research Ireland's HRIS, ensuring accurate data entry across employees' pay, personnel, pension and timekeeping records. Ensuring that HR reports are prepared from relevant sources including the HR and LMS Systems for a wide variety of stakeholders, including our Parent department, the Senior Leadership Team and other public sector Agencies.
To take accountability for the full onboarding and offboarding process.
Ensure that the process is regularly reviewed to ensure that employees have the best possible experience through the organisation.
Support the performance management and probationary management process including supporting with employee relations issues where required.
Support with Union communications and consultative process where required.
HR Service Delivery & Projects
As a first point of contact for staff and managers, ensuring a speedy, personable and reliable service to staff.
To provide support across a range of HR services including support on managing performance, disciplinary and grievance issues, managing absence and other HR policies and processes.
1. From time to time, the successful candidate will work with other HR Team members on a number of strategic initiatives/projects, e.g., outcomes of staff engagement (survey), L&D etc.
2. Other duties as required.
Experience & Qualifications
Essential Criteria
1. 3+ years of post-qualification experience in HR operations, HR coordination, or HR Advisor preferably with public sector experience.
2. Strong understanding of HR compliance, public sector regulations and employment laws for Ireland.
3. Proficiency with HRIS systems (CoreHR) and Recruitment Software (Occupop) would be advantageous.
4. Must be able to support HR reporting and analytics.
5. Exceptional attention to detail and organisational skills.
6. Strong initiative, with an innovative and progressive approach to work.
7. Excellent communication and interpersonal skills, with a focus on delivering outstanding service.
8. Experience using Microsoft Suite including Word, Excel, Powerpoint.
9. Bachelor's degree or equivalent experience in Human Resources, Business Administration, or a related field.

Salary:
The salary for this post will be €51,511 per annum for new entrants to the Public Sector. This salary will rise over time, as per the salary scale detailed below.
Level D salary scale: €51,511 - €73,985 per annum with contributory superannuation (pension). Government policy continues to be that starting pay on recruitment from open competition for all posts within the public sector should be at the minimum of the relevant salary scale and are not subject to negotiation. Remuneration may be adjusted from time to time in line with Government policy.

The role will be based in the Research Ireland office located in Three Park Place, Hatch Street Upper, Dublin 2, Ireland, D02 FX65.
