Closing Date for Applications: 10th February 2025 Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government.
It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

The SCA's principal objectives are:
While acting in the best interest of taxpayers, to act fairly and ethically in its dealings with people who have suffered injuries and who take legal actions against the State or State bodies, and the families of these people; and To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, in order to reduce the costs of future litigation against the State.
The SCA's remit covers personal injury and third-party property damage risks and claims relating to certain State authorities including the State itself, Government ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, An Garda Sochna, the Irish Prison Service, the Defence Forces and community and comprehensive schools.
It also manages third-party costs arising from certain Tribunals of Inquiry.
Role Summary This is an exciting opportunity for a talented and motivated individual to join the SCA's Data Services Unit.
The role provides a great opportunity for an individual with a track record of delivery of analytics solutions in a way that assists business units in the execution of key mandates and discovers insights from our data resources.
This contributes to the management of claims and risk across personal injury and third party property damage claims across 160 delegated State authorities.
The successful candidate will work as part of a small team within the Data Services Unit of the SCA and will be responsible for further developing the capability in respect of descriptive analytics while maintaining our existing suite of reporting and responsibilities in respect of recurring and ad-hoc data requests.
All members of the Data Services Unit are required to remain flexible and respond to the nature of the SCA business and mandates.
Principal Accountabilities The Data Analyst will be required to work as part of team comprising one team lead, and three other analysts, working alongside the other teams within the Data Services Unit, and cross-functionally with other teams in Operations and Corporate Affairs division in addition to the broader State Claims Agency.
Key responsibilities will include:
Actively investigate and pursue other publicly available data sources which could complement the internal data sources and model where appropriate to assist in the execution of the SCA's principal objectives.
Pursue a mandate of continuous improvement in terms of tooling, processes, and documentation, and engage with cross functional planning and execution teams to drive positive outcomes for the SCA.
Interact, communicate, and gather data requirements from internal & external stakeholders in respect of analytics projects.
Proactively consider the utilisation of NIMS data to assist in the delivery of the SCA functions and provide innovative analytical and technical solutions to drive improvements and provide new business insights to the SCA.
Communicate and present analytical findings to all levels in the organisation.
Deliver responses to ad-hoc data requests as assigned and in line with approval procedures.
Perform validation on recurring external reporting as part of month and quarter-end cycle.
Assist in other activities when required and support the Senior Analyst.
Skills Strong communication skills, verbal and written.
Proven ability to deliver in a demanding environment with conflicting priorities and deadlines and comfortable with changing priorities.
A positive approach to problem solving and track record of exploring possible solutions.
A self-motivated, diligent, and flexible individual.
Ability to work collaboratively internally and externally.
Knowledge The ideal candidate will have: Experience in delivering best in class analytics and reporting capabilities to meet various business needs.
Knowledge & experience of Tableau, Microsoft Power BI and/or other market leading analytics tools is an advantage.
Track record of working with key stakeholders in generating clear, actionable business requirements for reporting requests.
3 years' experience in relevant analysis and delivery of data solutions in the format of BI reports, dashboards, statistical reports etc.
Experience in change management and the relevant impacts on data management activities.
Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
