The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government.
It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
The SBCI, an affiliate of the NTMA, is the Irish national promotional institution created by the SBCI Act 2014 with the objective of delivering effective financial supports to Irish enterprises, in particular SMEs, addressing failures in the Irish credit market and driving competition and innovation.
It is the role of the SBCI as a national promotional institution to provide effective financial supports to the market to promote the economic development of the Irish State.
The SBCI provides liquidity funding and guarantees to a range of on-lending finance providers to support the provision of long-term, low-cost credit to SMEs in Ireland.
Since its launch in 2014, SBCI liquidity and guarantees have supported lending of over €4 billion to more than 60,000 SMEs through our wide range of on-lending partners including banks, alternative lenders, asset and invoice finance funders and credit unions.

Role Summary
The Head of Finance will lead the development of a robust financial management system that supports SBCI's strategic objectives and enhances overall financial stability.
The Head of Finance will lead the Finance team who are responsible for ensuring key SBCI functions are operating efficiently and effectively.
The role will involve engagement with a large range of stakeholders including the Chief Executive, key internal NTMA and external stakeholders, internal and external auditors, and members of the SBCI Board and committees.
The Head of Finance will be a member of the Executive Management team and will report directly to the SBCI Chief Executive.
Principal Accountabilities
* Leadership Make a strong contribution to the SBCI Executive Management Team in relation to strategy and day to day operations.
* Lead, mentor, and manage the Finance team to achieve performance targets and professional development.
* Articulating a vision to SBCI colleagues, external stakeholders, and the Board of the medium and long-term plans for the function.
* Building enhanced relationships with key internal and external stakeholders.
* Recruitment and development of team members to achieve high performance that supports the execution of SBCI's growth strategy.
* Aligning each team's goals with SBCI's objectives and strategic priorities.
Finance
* Drive a strong financial control culture and ensure a robust accounting framework across end-to-end financial processes.
* Oversee the production of accurate financial and budgeting reports e.g., the annual/interim financial statements, monthly finance reports, budgets, and forecasting.
* Provide comprehensive and understandable information to the Senior Leadership Team, SBCI Board, and committees on the financial performance of SBCI using appropriate metrices and MI reports.
* Lead the Treasury management policies and operations of the SBCI including ensuring that there are appropriate funding lines in place to support SBCI's strategic objectives, maturity, and interest rate risks etc.
* Ensure there are robust policies, procedures, and controls in place to manage SBCI's financial activities.
* Identifying areas for enhancing processes and procedures through monitoring performance.
* Oversee the operation of the SBCI finance function and delivery of key outputs including the costing process of SBCI liquidity and risk-sharing products, oversight of SBCI loan administration, including the system of record for loan assets and liabilities and co-ordination of drawdowns, repayments, and interest rate rollovers, timely issuance, and recording, of invoices to the SBCI's counterparties and processing of guarantee fees, claims, and recoveries payments.
* Oversee the year end audit with Comptroller & Auditor General.
* Manage the day-to-day relationship with the NTMA Finance function to co-ordinate and deliver regular and accurate monthly financial reporting along with annual and interim financial statements.
* Identify and evaluate the financial risks facing the SBCI and support the Head of Risk and Governance in delivering an appropriate financial control assurance environment.
* Keep abreast of upstream financial reporting developments and support the business in ensuring timely adoption of new accounting pronouncements and relevant codes of practice.
* Lead the digital transformation of the SBCI finance function to support the growth of the organisation.
Experience / Qualification
A qualified accountant with a high level of numeracy, financial acumen, analytical skills, and attention to detail.
Minimum of 15 years experience working in a relevant role in Finance.
Experience of having worked in a similar Finance role.
Skills
* Strong understanding of financial principles, including budgeting, forecasting, financial reporting, and analysis.
* An ability to identify, assess, and mitigate financial risks.
* This includes implementing internal controls.
* Excellent report writing, presentation, negotiation, and communication skills with a proven ability to collaborate and influence internal and external stakeholders at a senior level, including an ability to convey complex financial and data insights to non-technical stakeholders.
* Effective planning skills with a proven ability to prioritise work to achieve objectives within strict timescales and to manage the demands and expectations of multiple stakeholders.
* Ability to lead and develop a team with diverse backgrounds and skillsets.
* Excellent communication and interpersonal skills that command credibility and build trust at all levels.
* Regularly demonstrate a high level of teamwork, sharing, collaboration, innovation, and accountability to achieve SBCI's purpose.
* Ability to make decisions, take the initiative and originate action.
* Effectively contribute to the achievement of goals and targets set for self, others, and organisation.
* Adhere to the highest standards in terms of governance and ethics.
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
