Applications are invited from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent or temporary vacancies for the position of Information Systems (IS) Security Analyst (Cyber Security) in Monaghan County Council shall be filled.
The successful candidate will be assigned to the Information Systems (IS) department of Monaghan County Council and will work under the general supervision/direction of the Information Security Officer (ISO). He/she shall be responsible for assisting with the day-to-day operations and support of Cyber-security within the Council to ensure confidentiality, integrity, and availability of the Council’s information and data.
The Information Systems (IS) Security Analyst (Cyber Security) will manage and support the security portfolio and related systems in the organisation on a daily basis. The successful candidate will constantly develop, implement, test, support, and review the organisation's information networks, systems, and infrastructure to ensure that the information systems are confidential, intact, and accessible. The successful candidate should preferably have experience in managing vendors to help oversee the daily security operations in cooperation with the external cyber security vendor. The role will need to align the Council with the National Cyber Security Baseline Standards.
The successful candidate will form part of our Information Security team and will work closely with the Information Security Officer (ISO) to ensure that there is support and continuous improvement in the IT Security posture of the organization. Due to the dynamic nature of ICT, and the changing business requirements within the Council, all ICT posts require a flexibility of work in other IT roles as needs require. Additional duties may be assigned by the Head of Information Systems from time to time.
The Information Systems (IS) Security Analyst (Cyber Security) shall perform such duties as may from time to time be assigned by the Head of Information Systems in relation to employment and as may be appropriate to any function of the Local Authority for which the Information Systems (IS) Security Analyst (Cyber Security) is responsible and carry out such instructions as may be given in relation to the performance of their duties.
The main duties of the post are:
1. Support the ISO to ensure the delivery of the ICT Security Roadmap.
2. Ensure that all necessary technical controls related to information security are implemented to minimize the risk to the organisation's data assets from cybercrime.
3. Implement security policies and procedures according to best practice.
4. Ensure high-level ICT security standards are maintained and continually improved e.g. CIS, NIST, NIS 2, ISO 27001, Government baseline standards.
5. Monitor the Council's networks for security issues.
6. Investigate security breaches and other cyber security incidents.
7. Document and assess the impact of any security breaches.
8. Work with the IT team to perform tests and uncover network vulnerabilities.
9. Perform regular security audits and assist in the implementation of any recommendations arising.
10. Deploy security measures to protect systems and information infrastructure.
11. Fix detected vulnerabilities to maintain a high-security standard.
12. Monitor and manage system, application, and security event logs on key servers.
13. Maintain information security records in accordance with defined policies and procedures.
14. Support the work of the Information Security Governance Committee.
15. Contribute to the development of organisation-wide best practices for IT security.
16. Act as a senior internal ICT specialist, leading where necessary in the delivery of solutions to complex technical issues.
17. Keep abreast of information technology evolution and identify opportunities for such technologies to be utilized by the Council.
18. Assist in ensuring business continuity and disaster recovery technologies and processes are appropriate to the organisation’s needs and risk management policies.
19. Play a crucial role in protecting the organization’s valuable data from cyber threats and unauthorized access.
