Principle of Biomedical - Engineering Location: Swift Square One Job type: Permanent Overview of role: The Clinical Engineering Department across UPMC Ireland ensures all safety, statutory and recommended requirements are met to provide the safest environment for patients, staff and others associated with the operation, control and application of medical devices and equipment. The department is responsible for the daily operational technical and clinical support and management of the various range of medical devices and equipment within all sites, hospitals, wards/ departments throughout the network. The biomed function will manage and provide each sites medical equipment Planned Preventative Maintenance (PPM) inhouse or in conjunction with appropriate/necessary external specialist equipment providers or vendors. Additionally, the function will provide clinical support and consultancy services to the General Managers, Services Managers and all relevant Nursing and Health and Social Care Professionals Clinical (H&SCP) across the UPMC network. Primary Duties and Responsibilities: Reporting Structures The Principle Biomedical Engineer for UPMC Ireland will report directly to the Director of Facilities and Engineering Ireland with an optimum liaison with the General Managers and the Chief Operations Officer (COO) UPMC Ireland. The Principle Biomedical Engineer is responsible for the management and oversight of the biomedical team and function across the sites. Key Responsibilities -To advise hospital management on all matters pertaining to medical device equipment management. -Provide a quality service for clinical systems regarding equipment performance and safety -Contribute as required to the processes for clinical justification, specification, purchase, installation, acceptance testing, commissioning, asset labelling and handover of new equipment to medical end users. -Responsible for the management and rostering of clinical engineering staff across UPMC sites. -Work closely with the General Managers and the various clinical teams to provide an effective clinical engineering and service that minimizes downtime and optimizes patient treatment time. -Liaise closely with members of the leadership team to ensure appropriate procurement, contracts, governance and other specific processes are followed as per UPMC policy (below list not exhaustive). a. Director of Insurance & Corporate Risk (Contracts + Vendor QA) b. CIO (EA Process + IT Governance) c. CFO & Head of Procurement (budget input, best value for money + procurement) d. HR Director (recruitment, mentoring, retention) -Manage the coordination and implementation of preventative maintenance schedules using available enabling technology. -Provide comprehensive in-house maintenance and engineering support as needed, on clinical equipment not supported by Contracts. -Provide minor repair services to equipment as per UPMC assets inventory -Provide maintenance services for all relevant Clinical Engineering equipment to a standard of safety, accuracy and reliability consistent with its function and with professional standards. -Perform as required routine QA checking and measurements on relevant clinical engineering equipment. -Participate in the maintenance and inventory of proper stock levels of spare parts, and accessories as required to ensure minimum equipment downtime. Job Description - Principle of Biomedical - Engineering UPMC Ireland -Contribute and participate as required to the education and training programs in which the department is involved. -Support the nursing, medical and technical staff in the implementation of patient care involving new equipment / technology. -Maintain good communications throughout the hospital where equipment issues impact on the provision of a service. -Work closely with facilities team and subsequent providers to ensure that any facilities related issues do not impact on the optimum operation of all medical devices necessary to service delivery. -Be professionally responsible for all aspects of the post. -Provide leadership for clinical engineering services. -Participation on project groups and committees as required -Keep abreast in the understanding and knowledge of all new developments in the field of Clinical / Biomedical technology. -Have working knowledge of the following as they apply (not exhaustive): a. Hygiene Standards -Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient service. -Advise, when requested on the selection, specification, acceptance testing, commissioning and safety of new equipment and services. -Advise when required, on new technical installations. -Oversee site Rota's to ensure business continuity and minimize business disruption -Oversee, maintain and update the UPMC Medical Equipment Asset Register. -Ensure all equipment is maintained to relevant standards and appropriate records are available -Role may require attendance outside "normal" working hours or the participation to work a 5 days roster over 7 days to ensure safe services for patient access at all times -Perform other duties as may be assigned to him/her from time to time. Corporate Management (Finance / HR / Quality + Patient Safety / IT / Admin) Job Description - Principle of Biomedical - Engineering UPMC Ireland -Always maintain patient safety, escalate + appropriately problem solve should equipment failure occur -Ensure all staff within clinical engineering maintain appropriate records of their work. -Oversee the development of the Clinical Engineering policies, procedures, guidelines and services. -Provide as required statistics / KPIs in relation to machine / equipment performance. -Advise on Equipment Replacement necessary and ensure finance are informed of budgetary provision annually for 1 - 3 years in advance where possible. -Ensure budgets are adhered to once agreed with finance -Escalate and advise on any end-of-life equipment including decommissioning when deemed appropriate to do so -Ensure appropriate identification, reporting and management of risks and incidents -Provide a leadership role and act as a mentor to staff as required. -Motivation, Discipline, Rostering and leave scheduling is included in this role. -Lead role in policy development, procedures and guidelines related to equipment management and manage the control of the associated electronic/hardcopy documents. -Provide hands-on support on site where required. -Promote a professional, punctual and dedicated team-oriented workforce with good open communications -Work closely with all stakeholders on future site developments and projects. -Support system upgrades and releases. -Responsible for the day-to-day supervision of the Department's Clinical Engineering Technicians (Seniors and Basics). -Provide support, guidance, management and leadership to the department's Clinical Engineering Technicians (Seniors and Basics). -Identify training and development needs of staff across UPMC Clinical Engineering Function -Ensure all Clinical Engineering Department staff complete necessary statutory training -Provide user/staff training as necessary as part of CPD ongoing professional development -Develop effective and robust collaborative / team working relationships across the portfolio and the wider UPMC network Qualifications & Experience: -Level 7 or higher, in one of the following engineering disciplines: -(i.1) Electronic, (i.2) Electrical, (i.3) Instrument Physics, (i.4) Industrial Instrumentation, (i.5) Applied Physics, (i.6) Mechanical, (i.7) Mechatronic, (i.8) Biomedical Engineering -Educated to Masters-level in a related discipline / relevant postgraduate qualification.
