The Specialist Lead – Commercial Policy role involves management of the full suite of policy and contractual documents that underpin ESB Networks commercial relationship with all demand customers – from domestic to large business. As part of this role, the Specialist Lead will complete a comprehensive review and update to key policy documents which will include leading engagement with internal stakeholders and with CRU to ensure that documents are approved as required in a timely manner. This will take account of the fast-changing nature of that relationship as customer needs, rights and obligations evolve in the drive to deliver targets relating to decarbonisation and the electrification of heat, transport and other industrial processes.
The Specialist Lead will also have responsibility for organising required internal training for all relevant ESB Networks staff on commercial policy. As part of this, it is expected that the Specialist Lead will undertake regular policy briefings to internal and external bodies as required. It is expected that managing queries from staff, customers, CRU and press will be a feature of this role.
Key Responsibilities
* Ensure that suite of Commercial Policy Documents remains fit for purpose by undertaking regular review of all relevant documents – this will include organising and completing reviews according to review cycle which will require engagement across the ESB Networks business and obtaining approval from regulator as required. Review of policy against peer organisations in other jurisdictions will be a feature of this responsibility.
* Ensure that all staff are properly trained in implementing commercial policy – this will include organising and delivering Engineering Officer Commercial Policy Training, managing the internal query process and convening the Commercial / Design & Quality Assurance Specialist forum on regular basis.
* Manage review and update of Connection Agreement and associated documents as required – this will require liaising with legal and large customer and new connection teams among others.
* Lead engagement with Regulator to ensure that all policy documents are approved as required – this will require capability to present ESB Network positions in positive manner and to ensure that key elements of policy proposals are fully explained and understood.
* To lead consultation processes on behalf of ESB Networks where necessary.
* Liaise with internal teams and working groups to ensure that commercial policy issues are properly addressed in new business developments or that any required policy changes are understood and delivered in timely manner to allow delivery of new products or services.
* Liaise with legal and regulation teams on regular basis to understand how the regulatory and legislative (both national and EU) environment are developing with view to undertaking proactive assessment of impact on changes required to ESB Networks commercial policy.
* Undertake standard line management functions to ensure delivery of required outputs and development for each individual staff member.
* Represent the wider Commercial team on cross business team projects and working groups where required i.e. SAP developed, online application development and charging policy development.
Experience and Qualifications
* 3rd Level qualification or equivalent work experience.
* 5-7 plus years relevant work experience in a commercial or technical role.
* Understanding of the commercial, legal and regulatory environment that ESB Networks operates within.
* Excellent organisational skills and strong stakeholder management skills when dealing with internal and external groups.
* Knowledge and ability to influence decision making in relation to commercial policies.
* Strong knowledge and ability to work with key IT systems such as MS SharePoint, Excel and PowerPoint.
* Strong communication, presentation, interpersonal and analytical skills.
* Ability to work independently and solve complex policy issues, while developing new lean business processes.
* Proven ability to manage project work and work effectively within a team.
* Experience of implementing ESB Networks commercial policy.
* Experience dealing with Regulator and approval processes.
* Experience in managing or participating in consultation processes.
* Experience providing guidance and specialist support to teams across a large business.
Location
This position will be based in Leopardstown Road, Dublin 18.
