ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
About the Role:
The LDA is now looking for an Assistant Planner with a minimum 2 years’ town planning experience to join our Strategic Planning Team. This role will report into the Senior Planner and will have access to work across the Planning team and learn by working on a range of different projects. We are seeking a candidate with a keen interest in Planning with a flair for working in a dynamic and busy environment.
Key Requirements:
The successful candidate will have the following areas of responsibility.
To work in strategic planning to support and progress sites for planning and development.
To provide support and advice on planning matters, including planning applications, pre- application consultations and planning schemes
To support and develop LDA approach in relation to public consultation and engagement for key sites for development.
To work, advise and provide input on strategic planning matters, including submissions on county development plans, local areas plans, planning schemes and preparing baseline reports and other planning related reports as relevant
To work and support development of LDA strategic sites and land acquisition and development approach in line with legislative requirements.
To provide advice on planning projects and pre-application proposals against the Council’s policies and provide
To assist in the monitoring of Development Plan/Local Area Plan/ Public Realm Projects and Schemes and in the preparation of submissions and reports on these matters
To assist in monitoring and reporting on implementation progress, including gathering/analysis of development and market activity;
To support team meetings and assist in organising meetings, issue minutes, and follow up on actions, report on planning risks/ issues, progress projects to agreed strategy /timelines.
To assist and provide advice to the business units, appropriate Committees of the LDA, individuals, groups etc., on planning related issues.
To assist in liaising and working with relevant statutory bodies on various aspects of planning;
To assist in the procurement and management of consultants; and
To assist in monitoring and reporting on project progress regularly and keep up to date records.
To assist in monitoring and advising on planning matters, including legislation, policy and reports as relevant in relation to housing development and infrastructure related matters.
To assist in the collation, analysis and interpretation a range of socio-economic, demographic, policy and related material
Any other duties as may be assigned from time to time.
Qualifications and Experience Requirements:
You will need to possess the following qualifications and attributes:
A recognised 3rd level (IPI or RTPI) planning qualification (or working towards same)
Minimum of 2 years post-graduate experience, however we note that a Postgraduate qualification in the area of planning is included within our consideration for postgraduate experience.
Attention to detail in reviewing plans, costs and reporting.
Good planning, operational and project management skills
Good communication/ presentation and interpersonal skills
Good understanding of the Irish Planning system, Planning legislation, principles, practices and techniques
Ability to support /progress multiple projects and achieve delivery of competing demands within prescribed timelines and deadlines.
Ability to demonstrate good analytical skills, strong report writing skills & strong IT skills
Full clean driving licence.
