Job Summary
The GIS Project Leader is a leadership role and will be required to lead a team or teams and to provide technical and managerial support across all local authority service areas and to liaise with external agencies. The primary role is as a GIS Project Leader within the ICT Section, and will be to lead and co-ordinate GIS systems, lead on business process improvement activities and strategy. However, the position will also require a flexibility to work in other IT areas such as Business Systems Implementation, applications and data analytics and require adaptability to undertake IT work at a similar level elsewhere in the IT structure.
The person/s appointed will work under the direction and control of the Head of Information systems, within the ICT Department.
Duties and Responsibilities
The principal duties and responsibilities will be to perform the duties appropriate to the post of IS Project Leader that as assigned by the Head of Information Systems. The role currently being recruited will have significant responsibilities to -
* Maintain proficiency in all aspects of GIS systems/software and production.
* Provide leadership on the implementation and development of Geographical information systems and the management of spatial data to support the decision-making process and to provide quality information to staff and the public.
* Support, develop and manage the use of GIS within the Local Authority (LA).
* Assess and evaluate the current and future needs of the LA's GIS including evaluating new technology and their application to LCC Corporate objectives.
* Manage the IT hardware and software associated with the organisation's GIS requirements to include license management, user’s rights, software versioning and patching.
* Improving the integration, exploitation and visualisation of spatial data within council departments.
* Assisting Council departments in developing strategies for the creation and maintenance of spatial datasets.
* Undertaking spatial analysis and data exploration to provide geographic insights for a variety of council projects.
* Developing and deploying new web and mobile applications to improve data capture and data visualisation.
* Supporting and maintaining standalone GIS solutions and GIS/Mapping modules in other council used platforms.
* Procure, implement, and manage the implementation of new GIS Software Systems for Louth County Council.
* Establish and manage service level agreements for contracted services and suppliers.
* Advising on procurement of new solutions with spatial data components.
* Supervise departmental CAD and GIS hardware and software purchase to ensure suitability. Participate in on-going projects as required including setting and achieving project deadlines and managing a budget.
* Report to and engage with the council’s GIS Steering Group. Chair and support the cross Departmental LCC GIS working Group.
* Contribute to the setting of operational performance indicators relating to GIS mapping and datasets.
* Devising and contributing to the formulation, implementation and publicising of standards and best practices relating to Metadata, Cataloguing, symbology, feature class definition asset information management and provision, in accordance with, and supportive of, regulatory requirements, best practice and LCC objectives.
* Raise risks and issues as appropriate to the operation of GIS in LCC.
* Performing other such duties in relation to work as LCC may require.
* Deal with service desk tickets and other support issues as required.
* Engage with national and other external bodies on GIS issues.
* Be responsible for the publication of open data in compliance with the Open Data Directive
* Co-ordinating and assisting in devising a GIS Training Programme for LCC staff.
* Represent Louth County Council on the Local Authority GIS User Group
Due to the dynamic nature of the IS environment and the pace of change of systems and equipment, allied to the constantly developing business requirements within Louth County Council, all IS Section posts require a flexibility to work on other IS areas as circumstances change. While the listing above sets out core components related to this post, staff may be required to undertake IS work at a similar level in other areas of the IS Department structure.
The holder of the post will be required to have a good knowledge and awareness of Health & Safety Legislation Regulations, and GDPR Regulations and their implications for the organisation and the employee and their application in the workplace.
