Overview of Role
The PIC is responsible for the effective provision and operation of services to adults in a specified client service, providing residential and short break respite services.
* Ensure compliance with organisational policies, procedures, national legislation, including the Health Act 2007 and HIQA regulations.
* Take on the duties of Person in Charge for the designated centre.
* Manage and monitor the annual budget, including staffing and all aspects of expenditure within the centre (both central and for the people we support), and operate within approved budgets.
Purpose of Role
The purpose of this role is to ensure that the group home/respite service is run in accordance with our client's Strategic Plan, organisational policies, procedures, and guidelines, as well as national legislation, including the Health Act 2007 and HIQA regulations. The goal is to provide a home-from-home environment for the people we support while reporting regularly to the Area Service Manager.
Key Duties
* Oversee the general management and direction of the designated centre.
* Ensure a home-like atmosphere where the health, recreational, and personal needs of the people we support are met.
* Establish and maintain respectful, equality-based relationships that promote independence.
* Manage and monitor the annual budget, including staffing and all expenditure, ensuring adherence to approved budgets.
* Collaborate with the Finance Department in developing annual budgets aligned with operational plans.
* Implement appropriate accounting procedures for the management of residents’ accounts and personal finances, ensuring effective safeguards are in place.
* Foster an environment that supports independence, choice, and personal development for the people we support.
* Use person-first language in verbal and written communication.
* Ensure full compliance with national legislation, including the Health Act 2007 and HIQA regulations.
* Oversee the development and implementation of person-centred programmes tailored to individual needs and aspirations.
* Maintain strong working relationships with staff, professional support personnel, and families, ensuring visitors are received with tact and consideration.
* Promote and uphold a safe service environment through adherence to our client's health and safety policies, risk management systems, and relevant regulations.
* Encourage participation in community activities and develop local connections for the designated centre.
* Maintain records and submit reports as required by the Area Service Manager.
* Ensure timely completion of Core HR records, incident logs (QMIS), and all required administrative reports.
* Undertake driving duties (using our client's fleet vehicles or own transport), if qualified and meeting relevant criteria.
* Supervise the administration and recording of prescribed medication in line with our client's policies.
* Prepare, implement, and review rosters based on approved budgets, staff skill mix, and the needs of the people we support.
* Manage and supervise all staff, ensuring professional standards, training, and development opportunities are met.
* Conduct regular staff support and development meetings in line with organisational guidelines.

Essential Criteria
* Minimum of 3 years’ experience in a management or supervisory role in health or social care.
* Level 7 or higher health-related qualification (QQI framework) in nursing, social care, or health science.
* NMBI registration.
* Relevant management qualification.
* Proven experience managing a residential service that meets quality, regulatory, and legislative requirements.
* Track record in budget management.
* Experience in report writing, personal support plans, staff management, and rostering.
* Full current driving licence.
* Excellent IT skills.
* Strong knowledge of legislative and regulatory responsibilities.
