JOB SUMMARY: The Project Manager will work with design teams and contractors to manage schemes, oversee contract administration, secure project funding, ensure cost controls, monitor project risks, and report progress to the line manager and stakeholders. They will assist in the appraisal of new opportunities to increase housing supply and work closely with Local Authorities and the Department of Housing, Local Government & Heritage (DHLGH) to deliver new social housing, Cost Rental, and Affordable Housing.
KEY RESPONSIBILITIES:
* Manage projects from initiation to completion, ensuring timely and budget-compliant delivery.
* Assist in control and supervision of projects, including commissioning design and preparing reports.
* Review design proposals for new developments to ensure they meet project briefs and specifications.
* Conduct performance reviews of Professional Consultants and Contractors.
* Maintain knowledge of Government Public Works Capital Contracts and procedures.
* Continuously review the construction delivery programme, mapping progress and delays.
* Ensure internal audit requirements are addressed.
* Act as line manager in the absence of the Development Manager.
* Ensure tendering procedures comply with regulations and prepare tender reports for Board approval.
* Attend and present at public meetings as required.
* Liaise with site-based Clerk of Works when needed.
* Lead on dispute resolutions on projects.
FINANCIAL MONITORING & CONTROL:
* Ensure development programmes are delivered on time, within budget, and provide good value for money.
* Monitor project financials and maintain the Payment Tracker.
* Submit funding applications to relevant authorities, ensuring they meet criteria and timescales.
