The project:
The role is within the chief infrastructure office of a semi-state organisation in Ireland. The role holder will prepare and issue strategic level connection contract offers to new and existing customers connecting directly to the transmission system and to the distribution system operator for those connecting indirectly to the transmission system via the distribution system. The role holder will also oversee the preparation and issuance of transmission use of system offers for customers using the transmission system and co-ordinate the contract management of all connection and transmission use of system contracts to ensure compliance and that all parties meet their contractual obligations. Key to success in this role is collaboration, working with industry and teams across client to drive out appropriate solutions to a range of complex technical and commercial issues. Building and maintaining strong professional relationships both externally and internally, as well as having the people skills to influence others and to find workable solutions, is key to success. The cost manager will play a key role in the offshore delivery team, forming part of the core team and will report to the programme controls lead. The cost manager must possess demonstrable experience in undertaking similar role(s) on high-value and complex programmes, preferably in the offshore renewable energy and infrastructure sectors. It is expected that the candidate will be educated to degree level in a project management, cost management, engineering, or construction industry discipline. Strong analytical & IT skills, particularly MS Office Suite, including Power BI is desirable.

You'll be responsible for:
* Ensure all commercially focused activities and outputs are delivered to meet programme objectives including, but not limited to: financial and commercial reporting, capital/revenue planning, funding requests, estimating, capital approval requests, commercial benchmarking, cost performance management and reporting.
* Ensure robust cost control measures are adopted and reporting of same.
* Successfully implementation of all commercial management services on the programme.
* Develop cost efficiencies and bringing value for money approaches across the programme including earned value analysis and reporting.
* Assess remaining work, select forecast procedures and calculate estimates-to-complete.
* Develop performance metrics and reports tailored for executive leaders and project managers and highlight negative variances/trends, potential issues and risk status.
* Assist project managers in identifying, administering and implementing change management processes and procedures.
* Support in tender review, evaluation and negotiation processes.
* Liaise with the programme director to review, assess and evaluate contractor delivery in accordance with the project processes, contractual terms and conditions and commensurate with contractual entitlement.
* Identify and advise on commercial risk/claims.
* Support with the commercial/financial reporting processes to internal and external stakeholders.
You'll need to have:
* To be educated to degree level in a project management, cost management, engineering, or construction industry discipline.
* Strong analytical & IT skills, particularly MS Office Suite, including Power BI is desirable.
* 3 plus years of relevant experience, preferably in the offshore renewable energy and infrastructure sectors.
* Previous experience on large scale projects is essential.
* Good communication skills and the ability to interact positively at all levels in the organisation.
