Local Authority Authorising Officer / Live Working Manager - Electrical - copy
RPS are currently recruiting a site-based Local Authority Authorising Officer / Local Authority Live Working Manage r to work as a key member of our Public Lighting (PL) Project in Kilkenny and throughout several counties in Leinster. Role would be for a period of approx. 2.5 years during construction stage.
About the Role:
The key duties and responsibilities of the Local Authority Authorising Officer / Local Authority Live Working Manager include:
1. Assessing & recommending the Authorisation and Appointment of a competent Public Lighting Retrofit Contractor to the Responsible Manager.
2. Assessing & recommending Public Lighting Retrofit Contractor Electricians to the Responsible Manager for the issuing of PL Live Work Approvals.
3. Ensure the implementation of the live working Policy Document and associated reference documents.
4. Ensure the Public Lighting Retrofit Contractor’s implementation of the ‘ESB Requirements for Work on Public Lighting on ESB’s Networks’ document.
5. Ensuring an effective Safety Management System is in place.
6. Undertaking and monitoring the auditing of the Public Lighting Retrofit Contractor to ensure compliance with ‘ESB Requirements for Work on Public Lighting on ESB’s Networks’ document.
7. Ensuring the Public Lighting Retrofit Contractor communicates with local ESB System Manager, being the LA contact person for all public lighting issues with ESB, reporting any Dangerous Occurrences to the local ESB System Manager.
8. Maintaining an up-to-date list of Public Lighting Retrofit Contractor personnel & their approval details.
9. Maintenance & Ownership of the live working Policy Document.
10. Monitoring and review of processes and recommendations arising from feedback from End Users and incidents.
11. Promote safe use of Live work.
12. Act independently from delivery constraints.
13. Liaise with ESBN Live Working Manager to receive expert advice and support.
14. Liaise with ESBN Live Working Manager to be made aware of industry trends.
15. Carry out quarterly audits of the Public Lighting Retrofit Contractor’s Electricians with the objective of achieving 2 audits per annum on electricians engaging in Live Works on ESB Networks to monitor and ensure compliance with ESB requirements.
16. Monitor Public Lighting Retrofit Contractor’s weekly work plans.
17. Near miss and accident reporting.
18. Set up and Maintain registers for:
19. Live Work Approvals
20. ESB attendances
21. Public Lighting Retrofit Contractor’s Training records
22. Public Lighting Retrofit Contractor’s specific live work tasks and performance
23. ESB Notifications
24. ESB Response times (to ensure they are in line with the contract and subsequent ESB invoices)
25. Assist project team with UMR database records.
26. Assist project team with test and inspection plans.
27. Attend project supervisors’ weekly meetings.
28. Complete relevant sections of projects supervisors weekly report.
29. Attend progress meetings.
30. Attend contractor toolbox talks.
31. Attend design team meetings when necessary.
32. Attend commercial meeting when necessary.
33. Attend RMO meetings and workshops on Map Road Public Lighting System.
34. Attend clients site team meetings.
35. Assist project team with communications Plan.
36. Follow defined goals.
37. Follow training plans.
38. Maintain CPD.
39. Comply with Client & RPS systems.
About you:
The desired qualifications and experience for the Local Authority Authorising Officer / Live Working Manager - Electrical are:
40. Relevant Degree qualified (Level 8) in Electrical Engineering or a related discipline.
41. Minimum of 10+ years’ post graduate experience.
42. Satisfactory experience acting in a similar role or assessing PL Work Approvals, writing Live working policy procedures and auditing of PL Contractors and Health and Safety.
43. Chartered status desirable (or qualifications leading to chartered status).
Key Skills/Attributes:
44. Completed training course ‘NTPAOC-1 Authorisation and Responsible Manager Course’ prior to commencing work on the project (to be provided by RPS).
45. Good site experience.
46. IT Proficiency using standard office software, such as Microsoft Word and Excel.
47. Basic understanding of specific building services design tools, such as AutoCAD, Revit, HEVACOMP and similar.
48. Have a good working knowledge & experience of Health & Safety legislation and regulations.
49. Excellent communication skills and ability to work within a diverse multi-disciplinary team with strong people management skills.
50. Self-disciplined and capacity to self-motivate.
51. Delivery focussed with attention to detail.
