Job Summary
We are seeking an Interim Band 7 Accountant to oversee Finance and Procurement for a respected public body in Northern Ireland.
Key Responsibilities
* Produce annual resource accounts and manage year-end process.
* Facilitate auditor information and implement recommendations.
* Develop and manage the annual budget and forecasts.
* Conduct mid-year budget reviews and report performance.
* Prepare financial reports and presentations.
* Advise on financial and payroll issues.
* Manage public expenditure processes and cashflow.
* Oversee the monthly payroll and prepare annual pay remit.
* Calculate licence fees and manage finance functions.
* Lead and manage finance team staff.
* Maintain financial records and policies.
* Implement internal audit recommendations.
* Ensure compliance with financial guidance.
* Develop risk strategies and maintain risk registers.
* Produce quarterly performance scorecards.
* Manage procurement activities and stay updated on rules.
* Foster stakeholder relationships and resolve conflicts.
* Promote a positive organisational culture and uphold values.
Requirements
* At least three years post-qualification membership of a recognised accountancy body (e.g., ACCA, CIMA, ICPAI, or equivalent).
* Experience in preparing annual financial accounts for at least three years, with knowledge of financial reporting and auditing standards.
* Experience in planning, managing, and monitoring complex budgets.
* At least three years of leadership and management experience, including staff development and performance management.
* Experience in building effective relationships with senior stakeholders.
* Procurement experience from document review to contract award.
* Experience in developing and managing risk management strategies and processes.
