SOLAS, the Further Education and Training Authority of Ireland, was established on 27 October 2013 and its mission is to fund, co-ordinate and monitor a range of Further Education and Training (FET) provisions that is responsive to the needs of learners and employers. It is an agency of the recently formed Department of Further and Higher Education, Research, Innovation and Science. SOLAS works in close collaboration with Education and Training Boards (ETBs) across Ireland on provision of high-quality further education and training, equipping learners with relevant skills and knowledge, and providing a pipeline of talent into employment and to the Irish economy and society. Working with sister agencies, SOLAS leads actions in key policy and strategy documents including the most recent Further Education and Training (FET) Strategy 2020 2024, the evaluation of the National Youthreach Programmes (2019), the National Skills Strategy 2025 and the People Strategy 2020-2024 and others. SOLAS is seeking to recruit a Manager (Programme Development), reporting to the Director Construction, Quality, Climate Strategy and Skills, the successful applicant will devise and lead a programme of transformation to reform the twenty - one Construction Skills Certificate Schemes (CSCS) and fourteen Quarrying Skills Certification Schemes. The role-holder will also be responsible for consulting with relevant stakeholders in DFHERIS, the Further Education and Training system, Social Partners, and the broader Construction sector to support development of the Construction Safety Licensing Bill Legislation. Key Tasks \ Responsibilities: Lead on the development of new curricula and certification processes for CSCS and QSCS programmes. Planning, coordinating, and managing all phases of the transformation project, including project initiation, planning, execution, risk management, monitoring, and closeout. Delivers technical, strategic, financial, managerial, and operational leadership to ensure the successful execution of the project. Establish Continuous Professional Development (CPD) pathways for the CSCS and QSCS ecosystem, aligned the requirements of the Construction Safety Licensing Bill 2023. Lead on the development of a new branding strategy for CSCS and QSCS programmes. Lead on the review and modernisation of the recognition of prior learning (RPL) portfolio. Represent SOLAS on the development of the Construction Safety Licensing Bill and associated legislative processes. Establish and maintain positive and initiative-taking communication and liaison structures within SOLAS, supporting agencies and with construction industry stakeholders. Plan and coordinate integrated marketing campaigns across various channels, including collaboration on digital, social media, email, events, and partnerships aligned to advancing the programme of transformation. Complies with all regulations relevant to the project to ensure adherence to standards Manage the development and utilisation of procurement frameworks and tendering processes, including through full utilisation of Public Sector Green Procurement. Make efficient and effective use of all resources in planning, organising, executing, and monitoring the units activities. Deputise for the Director as required. Any other duties which may be specified from time-to-time. Requirements: Essential: NFQ level 8 qualification in construction management, construction safety management or training and education. Five years management experience gained in a construction training and or an education and training environment. Minimum of five years experience in the design, delivery, assessment, and review of construction \ safety training programmes. Demonstrated experience of developing QQI accredited programmes. Demonstrated experience of working within and across regulatory environments. Desirable: Demonstrated experience of engaging productively as team member and team lead with internal and external stakeholders, individually and collectively, in operational and project settings. Demonstrated adaptability, flexibility, resilience, and ability to work effectively under pressure to consistently meet targets. Substantial experience of project and programme management with an associated track-record of excellence in timely execution and successful completion. Knowledge of public sector financial and procurement procedures. Experience in managing project budgets. Demonstrable and effective technical research and report writing skills. Proven record as an excellent communicator with advanced interpersonal and influencing skills. A willingness to undertake upskilling as required to fulfil the changing requirements of the role This is a permanent position for which the salary scale ranges from €80,601 to €105,466 per annum (inclusive of two long service increments) for a 35-hour week. Starting pay will be at the minimum point of the scale as per Government Circular E100/8/82. Exceptional circumstances may apply for candidates with current service in the Civil/Public service.
