The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.

Role Summary
The Risk, Business Process & Compliance Manager will be responsible for supporting the SCA in management and mitigation of corporate, process, operational, project and GDPR risk. A key part of the role will be managing and overseeing the annual GDPR Monitoring Programme, undertaking business process reviews and providing review and challenge to existing and new processes and systems across the SCA.
Principle Accountabilities
1. Supporting the SCA in management and mitigation of corporate, process, operational, project and GDPR risk.
2. Overseeing the planning and execution of SCA’s annual GDPR Monitoring Programme.
3. Manage and oversee internal and external audits of SCA – in particular the annual OC&AG audit in addition to other external, internal and quality improvement audits.
4. Undertaking emerging and existing risk analysis.
5. Provide review and challenge to existing and new processes and systems across the SCA, designing appropriate controls to support business units in mitigating risk and ensuring the effectiveness of controls.
6. Undertaking and overseeing business reviews/walkthroughs of existing and new processes, evaluating the adequacy of controls and highlighting opportunities for improvements.
7. Managing risk and business process improvement projects.
8. Creating and documenting business processes.
9. Overseeing the annual peer review of claims and legal cost files.
10. Assisting on SCA projects from a risk and business process capacity.
11. Manage and oversee the SCA Quality Management system.
12. Assisting with the review and revision of SCA Business Continuity Plan, where appropriate.
13. Attending and representing SCA in meetings with the wider NTMA such as compliance and finance.
14. Develop strong working relationships with Stakeholders.
Knowledge
1. Third level degree.
2. Recent and relevant knowledge of Compliance Regulations and General Data Protection Regulations.
3. Recent and relevant knowledge of ISO 9001:2015.
Experience
At least 4 years risk or compliance experience in the financial services sector or related business experience.
Skills
1. Good understanding of Controls;
2. Excellent written and verbal communication skills;
3. Risk reporting experience;
4. Strong attention to detail;
5. Strong analytical skills;
6. Excellent project management skills;
7. Ability to work well as part of a team and on an individual basis;
8. Ability to work well under pressure and within tight deadlines;
9. Proven people management skills;
10. Proficiency in the use of Microsoft Office products.
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
