Overview:
The IDA Property Division has key responsibilities across all 5 pillars of Growth, Transformation, Regions, Sustainability, and Impact. In particular, the Property Division is responsible for the management of projects across all areas of the portfolio of business parks and strategic sites including delivery of the regional property programme, capital investment in key infrastructure, land acquisitions, stakeholder engagement, developing the property value proposition, client projects, and estate management.
Job Purpose:
To assist with the administration, delivery & monitoring of IDA’s capital property programme including site development, construction, and maintenance programme and alignment of IDA’s property portfolio in the context of the Organisation’s Strategy and objectives.
Key Tasks:
1. To proactively participate in the implementation of the objectives as set out in IDA’s Strategy and Property Division’s Sustainability Strategy.
2. The administration of Business Parks activities including construction contracts, maintenance and upkeep works, and oversee Management Agent’s activities and park tenant meetings.
3. The administration and delivery of IDA advance building solutions (ABS).
4. To deliver IDA’s site development and building programme in the designated regions on time, on budget, and to agreed quality standards.
5. To administer & manage the procurement & tender processes across the portfolio in line with best practice for public bodies; ensuring Property Division Procedures & Procurement regulations are fully implemented.
6. To administer externally appointed consultants & other agents to ensure economic & timely delivery of services in line with IDA objectives.
7. To support the administration of the Estate Management programme.
8. To participate, as appropriate, in the acquisition of land for the development of new and extension of existing Business Parks in the region.
9. The tendering and management of construction upgrades.
10. To manage negotiations, site sales, and agree lease terms on behalf of IDA.
11. To work with utility/service providers for each park, managing way leaves, rights of way, licences, and protecting the IDA asset base.
12. To influence, liaise, and negotiate with stakeholders on planning issues, services, levies, utility/service providers for designated parks in the interest of protecting the IDA asset base.
13. To regularly and proactively engage with and support client companies on all property-related issues.
14. To evaluate, prepare, and present proposals to the Property Management Committee and Internal Committees as necessary.
15. Support the Section Manager in gaining approval at Committee for the implementation of property solutions for clients.
16. To utilize technology effectively in order to manage the property business in the most effective and efficient manner to protect the corporate governance of IDA.
17. To ensure Property Division Procedures & Procurement regulations are fully implemented.
18. To ensure that continuous learning and development is undertaken through informal and formal learning and participation in the Performance Management and Development Review Process.

Additional Requirements:
1. A full driving licence is essential.
2. A third level qualification to Level 8 standard on the National Qualification Framework is essential preferably related to administrative/contract/procurement management/construction-related disciplines.
3. Experience of a track record working in the built environment administration/contract/procurement management is desirable.
4. Ongoing flexibility and interest in career progression and development via opportunities which may arise in IDA.
Salary Scale:
€50,501 to €72,534 per annum contributory superannuation.
Rising by long service increments to €74,277 (after 3 years satisfactory service at the maximum of the range).Non-negotiable to start at the minimum of the scale.
