Health and Safety / Facilities Executive (HEO) - Dublin Unijobs on behalf of our public sector have a requirement for a Health and Safety / Facilities Executive (part-time) in Dublin. The duration of this post is 12 months initially with a high possibility of extension thereafter. Working 17.5 hours (2.5 days) per week the successful candidate will be employed as an agency employee and will be paid €58,264 - €68,472 pro-rata depending on experience and you will accrue 29 days annual leave per year pro-rata (paid Bank Holidays). The role will be based fully onsite in Dn Laoghaire, Co. Dublin, potentially with some travel within Ireland involved. Corporate Services Overview Corporate Services provides support for Facilities, Finance & Procurement, ICT, Human Resources, Skills Operations, Investment Services, and BIM's Ice Plant network. Role Summary The Health and Safety / Facilities Executive is responsible for health and safety compliance and facilities management across BIM's head office, two National Fisheries Colleges, and regional offices nationwide. The role ensures that staff work in a safe, healthy, and sustainable environment while maintaining operational efficiency of all facilities. This role plays a key part in managing BIM's Climate Action Plan and occupational safety programme, in line with public sector standards and legislation. Principal Duties - Health and Safety * Lead BIM's Health and Safety (H&S) function: Participate in the Health and Safety Committee, coordinate H&S roles across departments, and ensure all staff are aware of their obligations under the Safety, Health and Welfare at Work Act 2005. * Develop and implement health and safety policies in line with legislation, best practice, and public sector obligations. * Conduct regular safety audits, inspections and risk assessments for all BIM facilities, including offices, colleges, and technical environments. * Ensure all incidents and near misses are reported, investigated, and logged, and corrective actions are implemented and monitored. * Coordinate staff safety training: manual handling, fire warden, DSE, emergency response, and first aid, ensuring compliance with mandatory requirements. * Ensure statutory testing and certification is scheduled and completed (e.g., fire alarms, emergency lighting, PFD/PLB servicing, PAT testing). * Manage contractor safety: ensure RAMS (Risk Assessments and Method Statements) are reviewed and adhered to, and that contractor work meets BIM's safety standards. * Lead business continuity and emergency response planning, including fire drills, evacuation procedures, and site safety protocols. * Maintain and update the BIM Safety Statement and location-specific risk registers. * Ensure safe systems of work are developed and implemented across BIM's sites, technical facilities, and storage areas. * Engage with external safety auditors, insurers, and regulatory bodies (e.g. HSA) on all H&S matters. Principal Duties - Facilities Management * Oversee and optimise office and facility usage across all BIM locations, maintaining inventory and planning aligned with the strategic plan. * Procure and manage service contracts: cleaning, maintenance, telecoms, energy, and security (including out-of-hours security and alarms). * Liaise with the OPW and external contractors for renovations, maintenance, and upgrades. * Plan and coordinate installations, refurbishments, and infrastructure projects, ensuring compliance with project and safety regulations. * Manage BIM's reception, vehicle fleet, office supplies, and non-IT equipment. * Lead on new Head Office accommodation project, reporting to a Senior Leadership Team sub-group. * Support BIM's Ice Plant Network through administrative oversight. Sustainability & Climate Action * Drive implementation of BIM's Climate Action Plan across facilities, focusing on energy efficiency, waste management, water usage, and emissions reduction. Essential Requirements * Relevant third-level qualification in Facilities Management, Engineering, or Health and Safety. * Proven experience in facilities operations and H&S programme delivery. * Strong understanding of Irish H&S legislation and public sector compliance standards. * Budget management and financial oversight experience. Desirable * Health and Safety qualification (e.g. IOSH, NEBOSH, or QQI Level 6 Safety). * Experience in managing health and safety across dispersed/multi-site organisations. * Experience in the public sector or educational/training environments. * Understanding of procurement regulations and sustainability best practices.
