We are working with Ireland's national sustainable energy authority on their search for an Executive Legal Counsel to join their team in Dublin 2.
The Executive Legal Counsel will sit in the Governance and Procurement Department within the organistions Corporate Services Directorate and will report to Senior Legal Counsel, who in turn reports to the Head of Governance & Procurement.
The role will lead on the legal data exchange, data protection law and regulatory requirements in relation to the implementation of the Energy Performance of Buildings Directive (EPBD) into national law.
The Executive Legal Counsel will also be required to deal with and have an opportunity to gain experience in other areas of law which impact the organisation, and the implementation of the EPBD including drafting legislation, data protection, freedom of information law and practice, regulatory and administrative law.
This role is intitially offered on a 18-month fixed term contract.

Responsbilities
8. Assisting and supporting the organisations Senior Legal Counsel with the timely management of varied legal case load for the implementation of the EPBD project and BER scheme.
9. Leading the data exchange requirements of the EPBD project within the Technical Department and coordinating with external legal advisors on matters arising.
10. Providing timely, high quality and user friendly legal, data protection and regulatory advice to the organisation on the implementation of the EPBD Directive and statutory functions.
11. Providing general data protection advice to Data Protection officer and Information Compliance Office.
12. Oversight and co-ordination of data protection impact assessments, privacy notices and RoPAs in relation to the EPBD project.
13. Conducting legal research, analysing proposed legislation and its implementation and contributing to the development of legislative/reform proposals relevant to the EPBD Directive at national and European level.
14. Providing legal and data exchange advice on the organisations functions and operations, for the EPBD project and across the organisation generally.
15. Identifying and advising on legal and commercial risks and recommending mitigation strategies which align with SEAI's strategic objectives.
Requirements
Essential Criteria
16. Candidates must have been called to the Bar in the State and entered on the Roll of Practising Barristers maintained by the LSRA or have been admitted and be currently enrolled as a
solicitor in the State.
17. Minimum of 4 years' directly relevant post-qualification experience as a solicitor or barrister, or as in-house counsel.
18. Evidence of detailed knowledge and understanding of the GDPR and privacy law.
19. Experience of advising on administrative and public law, regulatory law, commercial, or corporate law transactions.
20. Demonstrated ability to understand and interpret complex and technical legislation.
21. A proven track record managing a diverse case load and meeting deadlines.
22. Proven experience of excellent report writing and high standard of general written and oral communication skills.
Desirable Criteria
23. Evidence of knowledge and understanding of public service organisations and the governance and regulatory framework within which they operate.
24. Evidence of knowledge and understanding of relevant Irish legislation and European Law.
25. Strong proactive approach to achieving results, including managing scope, time, risk assessment, cost, and quality.
