The Asset Delivery function within Gas Networks Ireland is responsible for the end to end planning, designing and delivery of GNI’s portfolio of asset development programmes. The Asset Delivery function brings together all the technical and project support capabilities needed to take high-level projects and programmes from the Portfolio Office and translate these through from detailed design and project planning, to construction delivery and handover to Asset Operations.
Reporting to the Technical Assurance Lead the Materials Engineer will assist in the securing and management of materials in the Design Delivery phase to be utilised across the gas network, including management of associated documentation such as specifications. The Materials Engineer will ensure a robust process for quality assurance and control.
The successful candidate will also be responsible for supporting the Design Delivery Engineers in the development of material frameworks, RFQ competitions, Technical clarifications with vendors, supporting material procurement for capex and opex works. The successful candidate will also work closely with Design Category Specialist to enable implementation of material frameworks.
Duties and Responsibilities:
* The Materials Engineer will support the Design Engineers for approving incoming materials by confirming specifications, conducting visual assessment rejecting and returning unacceptable materials for assets to be used across the gas network.
* Working closely with the Design Delivery Engineers developing processes for incoming material, against design specified criteria.
* Prepare material specifications to feed into EU competitions, or request for quotations, respond to clarifications, complete evaluation of suppliers etc.
* Confirms and supports approval what was specified is delivered for project use, either where delivered directly to GNI stores or site delivery.
* Responsible for ensuring and developing robust material quality and process, procedures, support the development of guidance documents for material inspections or material returns.
* Documents inspection results by completing reports and logs, summarises re-work and waste, considers sustainability in terms of material storage, i.e. just in time material delivery.
* Supports the Project Information Lead in recording the material records on the record management system.
* Supports any material investigation via retrieval of records.
* Development of material requirements log for long lead items or frameworks required to support Design Delivery and interactions with Supply Chain.
* Interface with vendors regarding material clarifications as part of procurement process.
* Review material requirements for Engineering Service Providers and process material orders through Maximo / Oracle for capex and opex works.
* Works closely with GNI stores in terms of storage requirements until the material is required for use.
* Develop procedure for material procurement process within Design Delivery that can be used as guidance document for Engineering Service Providers.
* Conduct quality audits on materials near misses i.e. documentation, Factory Acceptance Testing etc.
* Act as Sustainability Champion for material procurement within Design Delivery.
* Other duties may be assigned from time to time.
Knowledge, Skills and Experience:
* Proven technical competence is essential – Engineering degree or other relevant qualification desirable with a minimum of 3 years relevant experience, preferably in the natural gas or similar industry.
* Experience of material process for mechanical, control, electrical and instrumentation advantageous.
* Experience of supply chain process and development of document procedures advantageous.
* You will have experience of working within teams and across virtual teams to deliver on shared goals and objectives.
* You will have demonstrated judgement and decision making capability to achieve common goals
* Excellent interpersonal and leadership skills and the ability to influence, advocate and persuade.
* Ability to set up ongoing procedures to collect and review information as needed
* Proactively identifying new areas of learning and using newly gained knowledge and skill on the job
* Experience with identifying improvement opportunities, generating ideas and implementing solutions
* Have a working knowledge of H&S standards and risk management systems e.g. Design Risk Assessment
* Knowledge of relevant Gas Standards, Codes of Practice and Statutory Requirements would be desirable.
