ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Role Purpose:
This is a new and very diverse role and will offer the right candidate a fantastic opportunity to take their career to the next level, with responsibility for a range of transformative projects across the country. The Strategic Projects and Sustainability Lead will be a highly experienced property professional with experience in project management and team building as well as a detailed understanding of sustainability from a property operations perspective. They will be self-motivated and goal and results oriented, have excellent relationship management skills and be able to display a proven ability to communicate effectively with a variety of parties.
An essential factor for success in this role is that the successful candidate will have sufficient residential, estate and property operations experience, potentially having 10 plus years’ experience in residential property operations. The ideal candidate should have excellent stakeholder management skills and will have the necessary technical and commercial acumen required to successfully deliver an array of property related projects to support the LDA’s growth.
Initially, this role will focus on two core projects: managing the transfer of the NARPS portfolio of circa 1300 properties to the LDA and creating an operations team to manage the portfolio into the future, and the creation of an operational response to the LDA’s sustainability obligations and related reporting such as CSRD. Other projects such as the identification and implementation of an appropriate Asset Management IT system, lifecycle budgeting and related procurement or other similar property related projects may form part of the role.
Essential Duties and Responsibilities:
* Develop design briefs, project execution plans, delivery programmes, risk registers, cost plans, expenditure profiles and other documents necessary for effective communication and project management.
* Develop and implement systems for stakeholder engagement and communications to ensure that stakeholder expectations are managed and facilities delivered in line with the project objectives and project-specific parameters.
* Carry out post project reviews, revising procedures in response to lessons learned.
* Develop and manage procedures for planning, monitoring and reporting on projects and programmes of work.
* Support the development of metrics and implementation of a Climate action operating plan including energy efficiency, waste management, conservation measures, and circular economy as they relate to Cost Rental and Affordable housing.
* Lead operational efforts to obtain and maintain relevant sustainability certifications and accreditations.
* Deliver the strategic priorities and plans relating to Asset Management within Property Services ensuring good quality customer services through delivering a range of comprehensive services to meet identified needs and aspirations, ensuring financial viability.
* Represent the organisation externally. Be pro-active in the development of key partnerships, working with key stakeholders to ensure effective coordination, delivery of services and growth opportunities for the organisation.
* To be an effective leader able and willing to lead from the front. The post-holder to work at both a strategic level, working closely with the Director of Asset Management and lead on operational issues and related projects as required.
* Demonstrate financial awareness and ensure the delivery of effective budgetary control and efficiencies within the organisation, always ensuring Value for Money.
* In conjunction with the Business Unit Managers, agree a strategy for the procurement and delivery of projects for the University, ensuring that the appropriate type and scale of resource is procured and available for timely implementation of approved projects and programmes.
* Assess business requirements in relation to sustainability and work closely with the environmental team and other parties to ensure the incorporation and embedding of sustainability principles into all aspects of our Asset Management operations.
* Working with internal teams to implement new property management and related IT systems to collect, store and analyse all property information for compliance and decision support purposes. This will include supporting the LDA in meeting its sustainability and ESG commitments.
* To manage annual budgets ensuring corrective actions are taken to avoid unnecessary over or underspend at year end working in collaboration with finance.
* Work in collaboration with other colleagues to deliver seamless services across the housing, asset, and property management functions.
* Other duties as may be required based on the evolving operational requirements of the LDA.
Person Specifications/Requirements:
* Have minimum of 10 years of property/real estate experience.
* Post graduate qualification desired ideally in real estate/project management/sustainability.
* Excellent relationship management skills (both internal and external).
* Strong strategic knowledge of the residential real estate sector.
* Experience in building and leading multi-disciplinary teams.
* Knowledge of public procurement a distinct advantage.
* Must have own car and full, clean driving license.
Desirable Skills:
* Self-starter with strong proactive approach to setting and achieving results, including managing scope, time, risks, cost and quality.
* Strong interpersonal skills, including ability to foster positive working relationships and work collaboratively with internal colleagues (multi-disciplinary), third party experts and external stakeholders.
* Good analysis and problem-solving skills with strong attention to detail and ability to think strategically and use sound judgement on complex issues.
* Flexible and adaptable. Capable of managing multiple sites via external suppliers or internal team.
* Membership of a relevant recognised professional institution.
* Proficiency in Microsoft Office applications, in particular Microsoft Excel & Word.
