The Role - Overview Reporting to the Director of Licensing, the Assistant Director of Licensing, Legal/Professional (AP - Standard Scale) will be a senior member of staff in the Gambling Regulatory Authority of Ireland. This role offers an exciting opportunity to ensure the integrity and suitability of gambling and gaming licensees in Ireland, playing a key role in the regulatory oversight and compliance within the industry. The Assistant Director will contribute significantly to the GRAI's mission to uphold high standards and protect the interests of consumers and the public. Supporting the Director of Licensing, the Assistant Director will be contributing to the comprehensive evaluation and vetting of licensee applicants from a legal, professional, and corporate perspective. The Assistant Director will ensure that all potential licensees meet the standards set by the GRAI, with particular focus on the suitability of beneficial owners and relevant officers, as well as the adequacy of their policies and procedures, such as Anti-Money Laundering (AML) and Player Safety protocols. Key Responsibilities: Oversee the evaluation and vetting process of licensee applicants from a legal, professional and corporate perspective. Ensure all licensee applicants comply with relevant legislation, regulations, and codes of practice. Ensure a thorough and detailed due diligence on beneficial owners and senior management of the applicants. Investigate the corporate structure of each applicant company, including subsidiaries and operations across multiple geographical locations. Assess the policies and procedures in place for Anti-Money Laundering (AML), Know Your Customer (KYC), Player Safety and any other relevant documents to ensure they meet GRAI standards. Interpret and apply laws, regulations, standards, and codes of practice to the licensing process. Support legal prosecutions related to licensing issues, as necessary. Oversee the rollout and management of an extensive assessment process, ensuring consistency and accuracy throughout. Manage large licence and fee registers, ensuring all entries are accurate and up-to-date. Maintain detailed records of all licensing activities and decisions. Communicate and cooperate with local and foreign regulatory authorities to facilitate the licensing process. Liaise with beneficial owners and senior staff of applicants/licensees to address queries and provide guidance on licensing requirements. Prepare reports on licensing activities, compliance issues, and assessment outcomes for senior management. Develop and implement policies and procedures to improve the licensing process and ensure regulatory compliance. Proactively detect unlicensed operators to aid in the prevention of black market activity. Any other duties as may be assigned from time to time. Essential Criteria In order to be eligible to apply for this role you must have/demonstrate in your C.V. and/or Cover Letter the following: Masters degree in Law, Business Administration, Regulatory Compliance or a related field. Exceptional analytical skills with a proven ability to interpret and apply laws and regulations. Experience in supporting legal prosecutions related to regulatory compliance. Extensive experience in managing large licence registers and fee registers. Proven ability to interrogate and understand complex corporate structures, including those spanning multiple jurisdictions. Demonstrated ability to quickly acquire expert knowledge of the relevant legislation, regulations, and codes of practice related to gambling and gaming licensing. Excellent communication skills, both written and verbal, with the ability to liaise effectively with a range of stakeholders, including regulatory authorities and senior management of applicant companies. Demonstrated ability to manage complex processes and ensure accuracy and consistency in evaluations and reporting. Strong attention to detail and commitment to thoroughness in all evaluations and assessments. Desirable Criteria Experience in managing licensing processes for a regulatory agency. Experience in dealing with / working in the public sector, including familiarity with government processes, regulatory frameworks, and public service values.
