**Job Title:** Clinical Risk Advisor
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Besides borrowing for the Exchequer and the management of the National Debt, the NTMA manages several businesses including the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

The State Claims Agency (SCA) manages personal injury, property damage and clinical negligence claims brought against certain State authorities including health and social care enterprises.
The Clinical Risk Unit (CRU) is one of the business units of the SCA and its mission is to innovate, promote, sponsor and support patient safety initiatives, drawing on data analysis and evidence, and to inform policy, regulations, standards and clinical risk management strategies at a local and national level in collaboration with key stakeholders.
**Principal Responsibilities:
* Provide clinical risk management advice to a designated set of delegated health and social care enterprises.
* Partake in incident surveillance to identify themes, trends and risk at local and national levels.
* Review claims files to identify learning and assist in disseminating that learning.
* Participate in the development of Patient Safety Notifications, incident and claims reports and other CRU publications.
* Provide education and training as relevant to health and social care enterprises and other stakeholders.
* Represent the agency as required.
**Requirements:
* A primary or post-graduate qualification in a healthcare-related, health sciences or cognate discipline.
* Professional experience in a health or social care role, ideally including clinical risk management experience.
* Knowledge of clinical risk management and of the principles and practice of patient safety.
The ideal candidate will have strong communication skills, verbal and written, including report-writing and presentations skills, ability to work well in a team environment, proficiency in the use of ICT and Software Packages (Microsoft Word, Excel and PowerPoint), skills in critical thinking and data analysis and knowledge of NIMS or similar incident management systems.
