Business Development Executive at Malone Group
Job Summary:
Manage the PSCS team at the client’s site to ensure compliance with construction regulations. Oversee safety compliance on construction projects and activities, including non-notifiable projects, as directed by the client.
Minimum Requirements:
* 5–7 years’ experience in construction safety on large capital projects.
* Knowledge and understanding of the application of safety regulations, including the use and application of construction and general industry safety standards, principles, and techniques.
* Proven ability to solve and provide solutions to complex safety challenges.
* Self-motivated with the ability to work independently with minimal supervision.
Preferred Requirements:
* A degree in an EHS discipline.
* Experience managing construction safety in the pharmaceutical industry.
Responsibilities (include but are not limited to):
Where Malone Group is appointed as independent PSCS:
* Ensure sufficient competent resources are available onsite to fulfill PSCS role requirements, including holiday and sick leave cover and any necessary out-of-hours support to meet project schedules.
* Ensure the PSCS team is well-versed in and enforces all applicable construction safety regulations and client-specific requirements, documenting any non-conformances.
* Compile and report safety statistics to the client as required.
* Facilitate safety performance reviews, inspections, and audits.
* Engage independent safety consultants for unbiased assessments when necessary.
* Oversee safety compliance on all construction projects and activities at the client site, including non-notifiable projects.
Specific PSCS responsibilities include but are not limited to the following:
Compliance with Regulations:
* Ensure that all projects comply with national and local safety regulations.
* Maintain required records, including site safety audits, inspection logs, permits, and certificates.
* Verify contractor qualifications, licenses, and insurance. Restrict site access to authorized personnel with proper certifications, such as Safe Pass.
* Notify the H.S.A. of construction projects before commencement.
Coordination of Health and Safety:
* Identify and address hazards, implementing risk reduction measures during construction.
* Periodically reassess risks or upon changes to site conditions.
* Ensure contractors comply with health and safety legislation, including safe systems of work, supervision, and safety equipment.
* Coordinate schedules to avoid conflicts between contractors.
* Conduct safety briefings and inductions for all workers and contractors.
* Promote a strong safety culture by encouraging proactive engagement in health and safety practices.
Construction Stage Safety and Health Plan:
* Develop and document comprehensive construction-stage safety plans in consultation with the PSDP.
* Adapt plans to reflect changes in scope, risks, or site conditions.
* Ensure relevant parties have access to and understand the safety plans.
Construction Site Management:
* Monitor and enforce compliance with safety requirements onsite.
* Ensure main contractors maintain a safe environment, including proper lighting, barriers, and signage.
* Oversee the handling, storage, and disposal of hazardous materials.
* Ensure welfare facilities are adequate, clean, and accessible to all workers.
Liaison and Communication:
* Act as the main point of contact for health and safety issues and updates.
* Communicate regularly with contractors, workers, and the client regarding safety concerns.
* Facilitate toolbox talks and safety training sessions.
* Record and report all accidents, incidents, and near misses per client policies and legal requirements.
* Conduct investigations to identify root causes and prepare detailed reports with corrective actions.
* Update safety plans and procedures to prevent recurrence.
* Develop and implement emergency procedures and ensure all workers are trained in these protocols.
Handover and Finalization:
* Compile and deliver a safety file at project completion, detailing construction processes, materials, and safety considerations.
* Ensure the site is safe post-construction, with temporary structures and hazards removed.
* Coordinate the handover process, ensuring all safety obligations are met before the site is turned over to the client.
