Qualifications
Education, Experience, Training, etc.
Each candidate must, on the latest date for receipt of completed application forms for the office:
* Hold an Honours degree (Level 8 in the National Framework of Qualifications) in Science;
* Have at least five years satisfactory experience of scientific work;
* Possess a high standard of technical training and experience in areas such as air & noise pollution control, waste enforcement and water quality & pollution management;
* Possess a high standard of administrative and management experience.
Desirable Skills & Experience
It is desirable that candidates will demonstrate on their application and at interview, (if called for interview), the following:
* Ability to develop a Health and Safety culture at all levels within an organisation;
* Implementation of health and Safety policies and Risk Management Systems, designing and delivering training programmes and working across different functional areas within a business;
* A satisfactory knowledge of the functions and duties of Local Authorities;
* Possess a satisfactory knowledge or experience of office organisation;
* Excellent communication, interpersonal and people management skills;
* Excellent organisational, time management and leadership skills;
* Ability to work effectively under pressure and achieve objectives in a timely manner;
* Good understanding and knowledge of local authority policy procedures and practices;
* Work effectively as part of a team;
* Proven problem solving and troubleshooting skills;
* Budgetary management skills;
* Supervisory management skills;
* Good administrative, report writing and I.T. skills (preferably with a good working knowledge of Microsoft Word, Access, Excel, PowerPoint and Outlook).
Driving Licence:
Holders of the post must hold a full unendorsed driving licence for class B vehicles and shall drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. If you are required to travel as part of your official duties, Wicklow County Council as your employer must be indemnified on your insurance policy.
Duties
The Executive Scientist duties will be assigned from the Council’s environmental regulatory and service functions (air, noise, waste, soil and water) which can vary over time. This currently includes the following:
* Enforcement of Environmental Regulations;
* Investigations, audits and preparation of reports;
* Investigation of Complaints;
* Review of Planning Applications and Planning Compliance Reports;
* Waste Enforcement and Regulation;
* Waste Management including management of recycling facilities and waste planning;
* The protection of natural waters under the Water Framework Directive and the Water Pollution Acts;
* The regulation of Private Drinking Water Quality.
Duties in these areas include the following activities:
* Investigate and prosecute environmental offences;
* Undertake environmental inspections including monitoring and reporting;
* Liaise with stakeholders and government agencies;
* Procurement of supplies, services & works;
* Process applications and regulate environmental licences and permits issued by the Council;
* Manage health and safety;
* Manage data including the use of geographical information systems;
* Attend and report to Council, Area Committee and SPC Meetings as required;
* Represent the Council at local, regional and national networks;
* Keep up to date with emerging legislation and technologies;
* Assess and report on the environmental aspects of planning applications;
* Act for an officer of higher grade when absent;
* Undertake other duties as may be assigned to the post from time to time by the Local Authority and shall include the duty of deputising for other employees of the Local Authority, when required, and such duties as may be assigned to him/her in relation to the area of any other Local Authority;
* Persons appointed will be required to work in any location within the Wicklow administrative area.
