About the role:
The Grade GVII Register Manager will be responsible for leading and managing an effective register function across the BowelScreen programme. The Register Manager plays a crucial role in managing day-to-day operations of the register team using the BowelScreen database, adherence to policies, leading service improvement and implementing changes in line with operational objectives. The post holder will:
* Deliver strong leadership and operational performance standards
* Support the BowelScreen Programme and Register team
* Review, identify & implement the most efficient & effective BowelScreen database system processes.
* Maximise participation by maintaining an accurate database, identify and support uptake initiatives and manage the invitation process.
Responsibilities:
The position of Grade VII Register Manager encompasses both managerial and administrative responsibilities which include the following:
* Responsible for the day-to-day operations and co-ordination, planning and monitoring of BowelScreen register.
* Maintain adherence to existing protocols and develop Standard Operating Procedures (SOPs) and process map for all areas of responsibility to ensure data accuracy and maximum security.
* Continuous liaison with the NSS Information Governance Team with regards to the integrity of client data contained in the BowelScreen Register.
* Manage the team’s approach and communication with BowelScreen participants to ensure client satisfaction and data integrity.
* Continual input into the development of the BowelScreen database as part of the BowelScreen Operations Management Team. Participation in development of change control requests, User Acceptance Testing and training schedules related to the development of the BowelScreen IT system.
* Plan, manage, document, and execute work in relation to forthcoming development of the replacement BowelScreen database system which is expected to commence in 2027.
* Prepare regular reports, including presentation of data on the progress of work against the operational plan.
* Make appropriate use of technology to advance the quality and efficiency of service provision.
* Adopt a problem-solving approach to identify solutions to challenges within the service.
* Assist in the monitoring and compliance checking of contracts with assigned providers.
* Adequately identify, assess, manage and monitor risk within their area of responsibility.
* Maintain a good understanding of internal and external factors that can affect service delivery including awareness of national and local issues that impact on own area. Gather information from a variety of sources to ensure decisions are in line with local and national agreements.
* Execute assignments in accordance with agreed plans, budgets, and deadlines.
* Engage with the programme management team to agree best practice and ensure optimum use of resources. Advise, promote, and participate in the implementation of best practice.
* Engage and collaborate with multiple key stakeholders, developing positive working relationships with both internal and external customers, government departments and external service providers.
* Drive centralised, standardised, and consistent processes, which are cost efficient and compliant with policies and legislation.
* To comply with mandatory reporting requirements as set out in governance arrangements.
This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867
The ideal candidate will possess the following qualifications and experience:
Have two years satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent).
And
Have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.
And
Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
