SEEA is working with various Clients, across the public sector, including 4 core Local Authorities (Wexford, Waterford, Carlow & Kilkenny) to provide technical support and advice in the area of Energy Management Services and public sector obligations in terms of carbon and energy targets. The Public Sector Team is looking for a new Section Lead to lead the delivery of all services and supports. The Lead Energy Engineer will work as part of a team and will have specific responsibility for:
Role:
* Lead the delivery of Energy Management Program for Public Sector Partners (9 Local Authorities) including
- Annual Monitoring and Reporting to SEAI
- Gap to Target and Project Pipeline analysis
- Annual Energy & Emission Inventory Reports
- SI 426 Compliance
- Energy Auditing
- Display Energy Certificates
- ISO50001 implementation and monitoring
- Data and Bill analysis
- Maintain the Register of Opportunities and develop the Annual Action Plan for all LA’s
- Energy Awareness
* Represent South East Energy Agency on the Local Authority energy advisory committees including, Climate Action Steering Groups and Pathfinder Working Group, and any other group as requested by the Local Authorities
* Delivering a variety of energy and sustainability engineering design solutions
* Liaising with clients, design teams and architects on strategic project delivery
* Preparing expert written Energy Audit reports to SI 426 Standards, and review/sign off energy audits completed by junior members of the Team
* Be the main liaison between South East Energy Agency and the 4 Core Local Authorities
* Mentoring Junior and Energy Engineers and Reporting to the Senior Engineer on delivery and programme
Reporting and Documentation
* Report directly to the Senior Engineer
* Regularly update the Senior Engineer on all operational aspects of the Public Sector projects, including progress, deliverables, resources, budgets, and staff
* Maintain and provide monthly reports to SMT on the status of KPI’s, annual work programmes and budgets
* Ensure the timely submission of technical reports to the Local Authorities, including SI426 Compliance reports, Energy audits, Display Energy Certificates, Gap to Targets, M&R Summary reports, energy consumption and carbon emission reports
Project Management
* Manage the Public Sector Team and oversee daily management of the Public Sector project portfolio
* Coordinate project activities and monitor overall project progress concerning milestones and deliverables
* Manage project budgets with the support of the Finance Manager
* Identify and report on resources needed for project delivery and assess the quality of delivery
* Program and track work progress against baselines and milestones using agreed tracking systems
* Identify and pursue additional funding and partnering opportunities for SEEA
* Organize SEEA project-related events and provide support as needed
Stakeholder Engagement
* Liaise with the Senior Engineer on new tender opportunities in the public sector
* Liaise with internal and external stakeholders across all sectors relevant to SEEA’s work
* Collaborate with the SEEA Support Office, Communications and Marketing Team, and Technical Team.
* Foster and maintain team spirit within the Public Sector Team
Quality and Compliance
* Adhere to the company’s Quality Management System requirements, including performing work according to process documents, procedures, and maintaining necessary records
* Understand and apply quality and environmental policy statements in all aspects of work
* Ensure that the needs and requirements of the company’s customers are understood and delivered
* Enhance the company’s internal processes and management system by reporting corrective actions, updates, and improvement ideas
Candidate Requirements:
Each Candidate must, on the latest date for receipt of completed application forms for the position have:
* 2H1 Graduate (Level 8) Degree in Energy Engineering or related discipline (Mech, Elec, Civil, Arch, Build Services, Environment etc.)
* Minimum 7-years’ experience in at least two of the following sustainable energy disciplines:
o Public Sector Energy Management Services (Energy MAP &/or ISO50001)
o Energy Auditing – public sector buildings
o Bill Analysis & Financial modelling (Cost benefit analysis)
o Building fabric and M&E retrofit management
o Project Management – Associate and Sub Consultant management.
o Technical Specification
o Assist on Contract Management.
o Excellent interpersonal & Client communications skills.
o Strong IT and analytical skills.
o Self-starter and self-motivated.
o Valid Full Drivers Licence
* One or more of the following would be an advantage:
o Level 9 Masters/PhD in energy related area.
o Chartered Engineer
o Registered Energy Auditor
o Registered DEC Assessor
o Certified Energy Manager
o Certified Measurement & Verification Professional
o Keen understanding of the public and SME sector
o Experience in procurement and project management
o Experience in Microsoft Project
o Experience in AutoCAD/ REVIT/ Retscreen or other similar Energy analysis tools
o Experience in energy efficient design of buildings or building services.
