The Medical Council ("Council") seeks to recruit a Head of Monitoring (Assistant Principal Grade) within the Fitness to Practice Directorate. This role will report to the Director of Fitness to Practise (FTP)
The Medical Council's overall remit is to protect the public by promoting and better ensuring high standards of professional conduct and professional education, training and competence among doctors.
As part of its overall change programme, the Council is establishing a Monitoring function, and the newly appointed Head of Monitoring will be responsible for leading the establishment and ongoing management of this new initiative.
Based within Fitness to Practise, this new function will have a responsibility that spans across multiple departments of the Council, including Registration, FTP, Complaints & Investigation and Performance Assessment.
Its core responsibilities are to co-ordinate, manage and monitor all undertakings and conditions (including all associated activities) applied to a doctor's practice arising from a regulatory decision; to maintain a single source of truth for all such decisions and activities across the organisation; and to develop banks of undertakings and conditions that can be used on specific cases to address the identified safety issue, are feasible, and that can be monitored and evaluated effectively.
In this context, it is important to understand that the purpose of any condition that might be applied to a doctor's practice is based primarily on the need to protect the public, and such restrictions are not intended to be punitive.
This is an exciting opportunity to lead the design, creation and implementation of this new function within the Medical Council.
Your key responsibilities will include:
1. Leading the development of this new function in compliance with all relevant legislative requirements.
2. Carrying out a thorough audit of all related activity across the Council and transitioning such activities into the new Monitoring function properly and comprehensively.
3. As part of an organisational design process identify activities from across the organisation that need to be incorporated into this function.
4. Developing and implementing interface protocols with the Health Committee, Monitoring Committee, FTP, PPC, Council and Registration & Continuing Practice Committee and all related functions.
5. Developing suites of undertakings and conditions as templates that, where possible, will form the basis of a specific, proposed undertaking or condition.
6. Evaluating and advising all proposed undertakings and conditions prior to decision by Council; and execute all undertakings and conditions following decisions by Council and / or the High Court.
7. Developing robust agreements and MoU with third parties necessary to support complex undertakings - this will include Intern Networks, PGTBs, HSE National, Clinical Sites, Private Hospitals, GPs.
8. Ensuring effective compliance with all undertakings and conditions.
9. Advise and support the Council's Monitoring Committee.
10. Analysing and reporting on key performance indicators and key risk indicators for each main dataset to help the Council easily identify what is changing and deliver concise reports to allow the Council to quickly see trends etc.
11. Liaising closing with the Council's in-house Information Technology team and other technical specialists to ensure adherence to relevant technical and information security requirements and integration into the overall data and digital strategy for the organisation,
12. Proactively seeking to identify opportunities for continuous improvement of the Monitoring function.
Essential Criteria:
13. Extensive knowledge or experience of the health service or experience within the provision of clinical services.
14. Minimum 8-10 years' relevant experience in leading change, project management and / or process administration at a senior level within industry, academia and / or regulatory compliance.
15. A minimum of 4 years' experience of leading a specialist team.
16. A high level of relevant academic achievement that would be broadly relevant to the role.
Desirable Criteria:
17. Proven ability to lead the creation of a new team, mentor and motivate that team and thereafter lead the function's development into a mature, right sized and value-adding activity for the Council.
18. Experience leading business process improvements and a track record of strong organisational skills in developing and overseeing processes to deliver outputs within challenging timeframes.
19. Extensive knowledge of data protection principles.

Details of this Appointment:
Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.
Salary: Starting salary will be at €73,236, which is the first point of the Assistant Principal Officer PayScale.
If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.
There will be salary increment each year in line with the Assistant Principal Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

€73,236 (starting) - €75,933 - €78,668- €81,412 - €84,151 - €85,730
€88,495¹ (LS1 After 3 years satisfactory service at the maximum)
€91,270² (LS2 After 6 years satisfactory service at the maximum)
Annual Leave: 30 working days plus public holidays
Hours: 35 hours per week, Mon-Fri.
Location: While The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2, they are temporarily re-located to Europa House, Harcourt St, Dublin 2. We operate a hybrid working model with both remote working and requirement for on-site attendance one day per week.
Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
