Position Summary:
The Contracts and Procurement section is responsible for procuring works, goods, and services contracts for Tuath Housing Association, and related to the maintenance and upkeep of the housing stock along with assisting other Departments. The Contracts & Procurement Coordinator will deal with building/quantity surveying duties such as property inspections, defect analysis, procurement, contract management and administration, project management. The post requires a full, clean driving licence and access to own vehicle used for business purposes.
Key Responsibilities:
Procurement of Contracts and Associated Works:
Undertaking pre- and post inspections of repair work and producing detailed and accurate reports.
Supporting Pre-works / Project Teams in setting procurement strategy, developing tender lists, providing and feeding back market intelligence, undertaking tender evaluations and supporting tender adjudications,
Carrying out feasibility studies for proposed works and design solutions; and preparing cost estimates for projects and budgets.
Undertaking pre and post inspections of repair work.
Producing and publishing tender packages, including but not limited to specifications, schedule of works, BOQ, contract documents in accordance with public procurement requirements, Tuath Housing policy and procedures and best practice.
Project management Risk assessment, identification, and mitigation.
Fulfilment of PSDP role.
Producing / issuing tender enquiries, undertaking tender evaluations.
Inspecting and reporting on projects, attending and chairing meetings and coordinating with Suppliers, monitoring progress/performance/cost control.
Production of detailed and accurate periodic progress reports for Tuath management and maintaining project files in accordance with Tuath Housing Association policy.
General contract administration duties, including but not limited to review and assessment of payment applications and invoicing, issuance of completion certificates, claims, etc.
Identifying and ensuring all supply chain risk and opportunities have been suitable considered and allowed for tender packages
Managing planned and cyclical maintenance programmes using a Building Asset Database and associated software for asset management.
The supervision of planned maintenance contracts and cost control.
Management of service contract providers and inspection of works.
Communication
Coordination with internal and external stakeholders, including but not limited to the other Departments, tenants, Suppliers, staff, Occupational Therapists (OT), etc.
Providing technical assistance and advice to other department staff as required.
Production of detailed and accurate reports, and proficient with Word, Excel, Microsoft Project, Power Point,.
People management responsibility as appropriate (based on structure of the department at any given time).
Surveying:
Inspect and prepare reports on defects and other property condition issues.
Assisting in the designing/re-designing of buildings to meet the needs of people with disabilities.
Undertaking Sustainable Energy Management programmes including Energy Audits, Funding Support Applications and Energy Improvement Programmes.
Training
Request/attend training appropriate to your role. A proactive approach and self-learning is encouraged.
General:
Liaising with Managing Agents / Companies in relation to the areas of their responsible areas under their control.
Dealing with insurance claims, liaising with insurers, loss assessors and loss adjustors on behalf of the Association.
Assisting management with the compilation of stats, reports and data as required.
Liaison with Housing Management on all aspects affecting tenants.
Conducting all activities in a manner which is safe to yourself and others.
To be aware and act in accordance with the Association's Health and Safety Policy and your own health and safety obligations.
Contributing to the effective delivery of a Quality Service through the formulation, review and full compliance and implementation of Tuath policies and procedures.
Complying with the requirements of Data Protection, Equal Opportunities and Equality legislation.
Participating on forums/working groups/committees as required.
To positively promote the Association in all activities.
To exercise discretion in all aspects of the role.
Any other duties which are consistent with your role.
Requirements:
The successful candidate must have at least 2 years' experience in a similar working environment.
3rd level qualification (Level 7 NFQ or above) in Building Surveying, Quantity Surveying, Construction Management, or other equivalent Construction related qualification.
Experience in procurement / contract supervision
Knowledge of Public Procurement Principles and Regulations
Knowledge of Health and Safety legislation and compliance within the construction industry
Knowledge and understanding of building pathology, and Technical Guidance Documents / Building Control Requirements is desirable
Previous technical/ construction experience in housing, and managing repair and refurbishment projects is desirable.
Experience of defect diasnosis, identification of remedial works, and preparing/managing cyclical/planned works maintenance programs is desirable

Excellent MS Office skills.
Ability to work effectively as part of a team and independently.
