Job Summary:
The Contracts and Procurement Manager oversees the delivery of Tuath Housing's planned programmes, cyclical programmes and other capital projects, ensuring that programmes are procured fully in compliance with all National and European Public Procurement Requirements and are based on appropriate forms of works and service contracts in accordance with our internal policies and procedures. Additionally, the post holder will assist in the delivery of the annual Stock Condition Survey Programme; managing significant essential repairs projects; updating technical documents; managing and training new team members.
Key Responsibilities:
* Ensure the delivery of high quality, cost effective and customer focused planned maintenance, servicing, acquisition and cyclical replacement programmes.
* Training and mentoring staff including fulfilling the role of Supervisor or Counsellor for staff undertaking the APC process to become Chartered through the SCSI.
* Ensure tendering procedures are carried out fully in accordance with the EU Procurement, H&S Legislation and other relevant regulations. Assist in the analysis and sign off of tenders received.
* Maintain an excellent working knowledge of procurement regulations and procedures.
* Maintain an excellent working knowledge of the suite of Government Public Works Contracts and procedures.
* Manage annual budgets set for direct cost spends on relevant areas of spend within property services, maintaining monthly records to indicate actual performance versus budget and report on any variances.
* Liaise with the Asset Department in updating the monthly Property Services Compliance Dashboard.
* Develop, manage and oversee the Planned and Cyclical Maintenance Programmes.
* Assist the Director of Property Services in compiling annual Property Services budgets ensuring budget V spend is accurately tracked and monitored.
* Manage the procurement, assessment and appointment of works and service contracts as necessary to support our planned and cyclical maintenance programmes.
* Assist in the Management of Tuath's annual Stock Condition Survey (SCS) Programme to achieve Tuaths Regulators Annual Return targets. Coordinate with the Assist Coordinator in providing SCS info to update Tuaths Asset Database (TAD).
* Undertaking pre and post inspections of properties and works.
* Work with departments in the preparation of the project brief, specification, scope of services documents and the tender package for Design Teams.
* Preparation of specifications, working drawings and contract documentation.
* Preparation of documents for tender and advising on the appointment of contractors and procurement routes.
* Preparation, implementation and management of works programmes.
* Advise department Director and/or Manager of anticipated variations in final contract sum.
* Keep Housing Management informed of progress on works programmes as and when necessary.
* Supervision of planned maintenance contracts and cost control.
* Promote a culture which is supportive of excellent service delivery and meets Tuath Housing's vision, mission, and values.
* Develop and implement green procurement strategies and policies that support the Tuath's environmental and social objectives
Person Specification:
* A relevant 3rd level qualification (Level 7 NFQ or above) in Building Surveying, Construction Management or a similar construction related qualification.
* Minimum of 2 years' experience in a similar senior or management post.
* Proven leadership skills with a record of managing staff.
* Previous technical / construction experience in housing.
* Experience in managing repair and refurbishment projects.
* Experience of preparing / managing cyclical / planned works maintenance programme.
* Experience in the procurement and management of works and service contracts using eTenders and the suite of GCCC Public Works Contracts.
* Experience in defect diagnosis and identification of remedial works.
* Knowledge and understanding of green procurement principles and practices, and relevant environmental and social standards and regulations
* Ability to be self-motivated, work on own initiative and also be part of a team
* The ability to handle sensitive and confidential information.
* A high level of organisational skills and the ability to prioritise workload and meet deadlines.
* Willingness to work outside normal office hours on occasions such as attending lunch & evening meetings.
* Full driving licence and use of car / Ability to meet the mobility requirements of the post.
