Responsibilities
ROLE OF CLERICAL OFFICER: Under general supervision and following established policies and procedures, provides clerical support for the registration process for In-patients and new Out-patients. The patient registration clerical staff are responsible for collecting and inputting all demographic data required for accurate and complete billing and producing the front page, labels, wristband and medical record for admissions both elective and emergency. KEYTASKS: Deputise for Grade IV Team Leader Greet and register all new patients attending outpatient clinics and elective and emergency in patient and day patient admissions. Register, admit and financially assess all emergency admissions through the Emergency Department on the BHIS system. Register patients attending Fracture Clinics, Emergency ENT Clinics and all OPD clinics with the added satellite clinics in Omni and IKA buildings. Register and financially assess dermatology patients attending for biopsy as Day Cases. Register and financially assess infusion and endocrine patients attending as Day Cases. Ensure that patients’ biography data is accurately collected and entered onto the BHIS. Assess patients admitted Electively and through Emergency Department to identify financial eligibility i.e. public/private; ensure all documentation is complete and signed; update computer and communicate data to Patient Accounts Department and also liaise with next of kin sensitively regarding patients’ financial status where a patient is in critical care. Ascertain all private insurance details through the various insurances systems and note and enter details on to the BHIS and Claimsure system for Patients’ Accounts.Liaise with various Consultants regarding the private status of patients in the hospital. Ascertain and validate all medical card details and enter on the BHIS for Patients’ Accounts. Maintain the integrity of the Patient Master Index File ensuring minimal duplications and amalgamate all duplicate medical record numbers on the BHIS. Enter Covid patients details on to Enodatis for the Consultant and Medical Teams information. Financially assess patients on the wards where the patients were admitted directly or were too ill in the Emergency Department. Provide cover when required within the Registration Department e.g. Main Reception, the Visitor’s Desk. Handle patient queries in relation to out-patient appointments, admission dates and general enquiries. Ensure that telephone calls internal and external are handled professionally, in a timely manner in a way that meets customer needs. Transfer patients from one consultant to another and log same when requested to do so. Receive, date stamp and record GP referral letters and forward to appropriate personnel in each Directorate. Notify secretary of any urgent GP referrals. Resolve patients’ complaints if possible and if necessary direct them to the appropriate Departments i.e PALS Office, Freedom of Information. Register and assign charts where appropriate for Urodynamics and Respiratory Care Centre patients. Register and assign charts where appropriate for patients attending for ERCP procedures. Direct telephone enquires to the relevant schedule care officer regarding admission dates. Perform such duties as appropriate to the office as may from time to time be required i.e. ordering and obtaining supplies etc. Receive and give hand over to Unsocial Hours Staff Provide cover to the Registration Department from 7am to assist with early theatre admissions for DOSA and Renal Day Ward. Attend Medical Handover Meetings in the absence of the Registration Manager. Perform any other duties as required by Manager appropriate to the Grade IV Provide training for new staff to the Registration Department or to other appropriate staff within the hospital. COMPETENCIES: Displays personal initiative, has a high level of awareness of importance of preserving patient/staff confidentiality, attentive to details and actively take responsibility for meeting internal and external customer needs to achieve customer satisfaction. Qualifications
1. Professional Qualifications, Experience, etc(a) Eligible applicants will be those who on the closing date for the competition:(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutoryhealth agencies, or a body which provides services on behalf of the HSE under Section38 of the Health Act 2004 Or(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list ofsubjects in the Department of Education Leaving Certificate Examination, includingMathematics and English or Irish1. Candidates should have obtained at least Grade Con higher level papers in three subjects in that examination. Or(iii) Have completed a relevant examination at a comparable standard in any equivalentexamination in another jurisdiction Or(iv) Hold a comparable and relevant third level qualification of at least level 6 on theNational Qualifications Framework maintained by Qualifications and Quality Ireland,(QQI). Note1:Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation levelpaper is not acceptable.Candidates must have achieved these grades on the Leaving Certificate Established programmeor the Leaving Certificate Vocational programme.The Leaving Certification Applied Programme does not fulfil the eligibility criteria. And (b) Candidates must possess the requisite knowledge and ability, including a high standard ofsuitability, for the proper discharge of the office. 2. AgeAge restriction shall only apply to a candidate where s/he is not classified as a new entrant (withinthe meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). Acandidate who is not classified as a new entrant must be under 65 years of age on the first day ofthe month in which the latest date for receiving completed application forms for the office occurs. 3. HealthCandidates for and any person holding the office must be fully competent and capable ofundertaking the duties attached to the office and be in a state of health such as would indicate areasonable prospect of ability to render regular and efficient service. 4. CharacterCandidates for and any person holding the office must be of good character. Candidates must have satisfactory experience as a clerical officer in the HSE or other health care provisions.
