Exciting opportunity for an Experienced Qualified Accountant to assist the Head of Finance in carrying out the Finance function in compliance with best practice and legislative requirements.
The Medical Council is seeking an Experienced Qualified Accountant (Senior Executive Officer Grade) to assist the Head of Finance in carrying out the Finance function in compliance with best practice and legislative requirements. The accountant will support the Finance function and deliver on relevant objectives in line with the Medical Council Strategy Statement. The accountant will report to the Head of Finance.
Key responsibilities will include:
1. Reporting to the Head of Finance on all matters pertaining to the operational management of the Finance function.
2. Assist with the preparation and monitoring the Medical Council's annual budget and expenditure.
3. Prepare Management Accounts and Annual Reports.
4. Liaise with internal and external (Comptroller and Auditor General) Auditors.
5. Assist with the management of the Council Investments Portfolio.
6. Assist with the management and ongoing monitoring the risk register for the Finance function.
7. Responsibility for performing regular audits to ensure the organisation's documentation and accounts are up to date.
8. Assist the Head of Finance in driving the work plan and business process improvement within the Finance function.
9. Support the Head of Finance in implementing, amending and updating the Medical Council's policies and procedures in line with best practice and ensuring compliance with legislation and government guidance. (These include Code of Practice 2016/ Accounting Standards/ Government Circulars etc.)
10. Support and advise management on any issues in the Finance function, ensuring adherence to policies and procedures and recording instances of non-compliance.
11. Assist with the line management and development of staff within the team.
12. Undertaking any other duties as may be assigned by the Head of Finance/Director of Corporate Services/CEO from time to time.
13. Recording assets and maintaining asset records
14. Provision of accounting information as required by Management team
Essential Criteria:
15. A professional Accountancy Qualification with a minimum of 3 years post qualification experience in a similar role, ideally in professional body or regulatory environment preferably including Public Sector experience.
16. Experience leading a team (1+ years experience)
Desirable Criteria
17. A good knowledge of the Medical Practitioners Act 2007 in addition to the Medical Council's remit and functions.
18. Experience working in Public Sector would be ideal

Details of this Appointment:
Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.
Salary: Starting salary will be at €52,373, which is the first point of the Senior Executive Officer PayScale.
If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.
There will be salary increment each year in line with the Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

€52,373 (starting) - €53,904 - €55,432 - €56,959 - €58,492 - €60,019 - €61,549
€63,756¹ (LS1 After 3 years satisfactory service at the maximum)
€65,959² (LS2 After 6 years satisfactory service at the maximum)
Annual Leave: 29 working days plus public holidays
Hours: 35 hours per week, Mon-Fri.
Location: While The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2, they are temporarily re-located to Europa House, Harcourt St, Dublin 2. We operate a hybrid working model with both remote working and requirement for attendance one day per week in the office
Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organization. Candidates currently working in the Public or Civil Service may transfer their pension.
