A panel may be formed as a result of this campaign Grade IV, Human Resource Officer
from which current and future, permanent and specified purpose vacancies of full or part-time duration may be filled for HSE Dublin South & Wicklow Region.
Purpose of the Post: To provide administrative support within the Resourcing Function in the delivery of Service end recruitment process that enables and supports Regional HR Function for Dublin and South East.
In the provision of Healthcare Services.
This administrative support may also include the supervision of staff and other managerial responsibilities.
Details of the Service: HSE Dublin and South East has been formed as part of the Slaintecare programme.
The health region is responsible for the delivery of acute and community healthcare across South Dublin, Wicklow, Wexford, Waterford, Carlow, Kilkenny and South Tipperary.
Three Integrated Health Areas operate in Dublin and South East.
The Regional HR Function will support the operation and development of the Integrated Health Areas from a Human Resources perspective
The Health Service Executive (HSE) is responsible for the provision of all health and personal social care services in the Republic of Ireland.
With an annual budget in 2024 of €24 billion and over 150,000 employed in the HSE and the Section 38 Agencies with which the HSE has Service Level Agreements (SLAs), the HSE is the largest employer in the State and the largest of any public sector organisation.
HSE Dublin and South East has over 20,000 staff.
The Health Regions are six operational regions with responsibility for the planning and coordinated delivery of health and social care services within their respective defined geographies.
While the full implementation will be a multi-year journey, the Health Region approach was stood up in March 2024 and will continue to progress throughout 2024 and 2025.
These arrangements are fundamental to the delivery of Sláintecare reforms and aim to improve the health service's ability to deliver timely integrated care to patients and service users.
The changes have been designed to make our services easier to navigate for people, and to facilitate more integrated care, stronger accountability, and greater transparency across the sector.
This in turn will foster change and innovation at a local level to deliver high-quality services to populations based on their needs, making our service a better place to work for our staff.
This represents a major shift in the approach to healthcare planning, funding and delivery of health and social care services.
In line with international best practice, this will support a population-based approach to the planning and resourcing of the geographic delivery of services to improve health outcomes for people in Ireland.
Bringing community health services and hospitals together means we can take a more patient-centred approach to healthcare.

· Voluntary Sector Services
This means that patients can be cared for closer to home, whatever their health needs.
These regions mean we can:
· plan and deliver our services around the specific needs of people in each area
· improve oversight and accountability for services
· strengthen local decision-making by giving regions the power to plan, manage and deliver their own care
· provide a consistent quality of care across the country, with the HSE Centre being responsible for ensuring standards across the regions
Each region has its own budget, leadership team and responsibility for local decision-making and will continue to work towards the Sláintecare objectives
