Egis Road and Tunnel Operation Ireland (ERTO) is an Irish company established in 2005 and is part of Egis Projects Ireland. ERTO's prime responsibility is to manage all processes associated with the Operation and Maintenance of the Dublin Tunnel, Jack Lynch Tunnel, and the Motorway Traffic Control Centre on behalf of Transport Infrastructure Ireland (TII). This includes, but is not limited to, Toll Collection, Traffic Management, Tunnel Safety Management, Emergency and Contingency Planning, Equipment and Infrastructure Inspection and Maintenance.
Job Description
* Responsible for the leadership and management of the Motorway Operations Control Centre (MOCC) and services that this control room provides - motorway traffic control and tunnel control.
* Lead the day-to-day management of the MOCC and act as the lead point of contact for the client (TII), operational partners, and stakeholders.
* Manage TII's advanced motorway and tunnel management system applications.
* Monitor quality of all notifications and communications sent to stakeholders and the public.
* Liaise with other ERTO Departments and stakeholders to facilitate, maintain & develop new and existing systems through a capital expenditure programme.
* Ensure compliance with applicable contractual obligations.
* Liaise, on behalf of the client, with operational partners and stakeholders.
* Facilitate operations by guiding critical decisions and developing SOPs.
* Develop special event response plans and guide/train on these.
* Ensure staff and other resources are being utilized effectively and efficiently.
* Identify, develop & report on measures of effectiveness for the MOCC by providing KPIs on transportation management, traveler information, incident management & vehicle detection system data to managers, stakeholders, and motorway/tunnel users.
* Prepare regular reports on the performance of MOCC operations.
* Write and present on technical aspects for the MOCC.
* Take all actions within the scope of the Service in an environmentally responsible manner.
Qualifications
* Level 8 NFQ Ireland, or other equivalent qualification in a relevant discipline.
* Essential: at least 5 years of experience managing people in a control room.
* Desirable: at least 2 years managing a traffic control & tunnel control room.
* Previous experience being responsible for the development & management of operations, particularly control room with SCADA or similar control room systems.
* An understanding of client relationships and reporting, including stakeholder liaison.
* Demonstrated ability in employee mentoring & development.
* Strong networking abilities and creative problem-solving.
* Change management experience leading continuous improvement of operating efficiencies.
* A high level of numeracy and demonstrable analytical skills.
* Excellent verbal & written communication skills.
* Proven ability to manage competing priorities in a dynamic operations environment.
