Job Description:
This integral role within the NIFRS is responsible for managing the resourcing and employee services teams including workforce planning, recruitment, selection, appointments, transfers, promotions, and providing proactive specialist support and advice.
Key Responsibilities:
* Employee Resourcing: Manage the complete life cycle for recruitment, selection, appointment, transfers or promotion for internal and external appointments.
* Ensure effective management of HR Resourcing Advisors in the provision of specialist advice and support to senior managers on all recruitment matters.
* To work with key stakeholders and develop detailed resourcing plans.
* Manage successful recruitment activity with a focus on regular promotion cycles.
* Keep up to date with recruitment best practise and legislative requirements to ensure legal compliance.
* To take ownership and ensure closure for all queries including preparing responses to complaints or feedback requests and manage Data Protection and FOI requests.
* To contribute to and develop HR Strategy as required.
Employee Services:
* Manage HR Advisors to deal with all HR transactional services including sickness, starters and equality monitoring etc.
* Ensure development and maintenance of effective working relationships with key stakeholders.
* Ensure production of HR reports and management information to enable effective reporting.
Performance and Financial Management:
* Hold responsibility for the management of the relevant team including development of all associated employees.
* Oversee procurement, management and review of NIFRS-wide contracts.
* Responsibility and accountability for monitoring and managing the relevant budget in line with financial and procurement regulations, policies and corporate timescales.
Requirements:
* A Degree (Level 6) qualification or equivalent in a relevant subject area alongside Chartered membership of CIPD.
* Experience working within a resourcing function in a complex, multi-disciplinary, unionised organisation.
* Possess sound understanding of best practise for employee resourcing.
* Have a proven track record in the delivery of significant resourcing exercises.
* Desirable: Hold a Level 7 qualification in Human Resource Management or equivalent.
