Overview
The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It has commenced construction on various state-sourced lands and is working on over 20 direct delivery projects that can deliver over 8,000 homes.
In addition to these projects, the LDA is also delivering affordable housing through partnerships with private sector companies, such as Project Tosaigh, which will yield a further 5,000 homes on land provided by housebuilders.
The LDA is currently working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin, and Sandy Road in Galway.

Role Purpose
The Land Development Agency seeks a Project Procurement Specialist (Capital Projects) to assist in delivering a best practice procurement function within the Property function.
The successful candidate will work closely with the Senior Project Procurement Specialist and Development Managers to support all aspects of procurement across the Property function, including the application of procurement policies and procedures.
Key Responsibilities
* Assist the Senior Procurement Project Manager (Capital Projects) in large-scale complex tender processes and framework agreements.
* Support end-to-end individual tender processes for various tender types (above and below OJEU threshold) and mini-competitions from established framework agreements.
* Prepare draft tender documentation using LDA templates.
* Draft selection and/or award criteria.
* Develop specifications.
* Publish notices at national and EU level on eTenders.
* Manage clarifications via eTenders.
* Prepare evaluation matrices.
* Arrange tender evaluation panels.
* Contribute to tender evaluation processes.
* Assist with drafting and issuing notification letters.
* Publish award notices if applicable.
* Ensure transitional processes are in place for services being transferred from an incumbent supplier to a new supplier.
* Maintain procurement files for C&AG review, internal and external audit.
* Maintain a procurement register to ensure all data is relevant and up-to-date.
* Perform ad-hoc procurement administration duties as required.
Required Experience and Attributes
* At least 5 years of previous experience in a commercial role.
* Experience in the procurement of capital works contracts.
* Previous procurement experience, ideally in an organisation of profile and complexity similar to the LDA.
* Ability to work in a multi-disciplined team and demonstrate attention to detail while handling multiple tasks concurrently.
* Good knowledge of procurement functions and activity, including a working knowledge of eTenders and OJEU platform.
* Experience applying compliance standards in a procurement function while assisting in the execution and documentation of tender processes.
* Excellent verbal and written communication skills.
* Initiative and decision-making skills to prioritise tasks and drive results.
Desirable Skills and Attributes
* Organised and efficient with excellent attention to detail.
* Previous procurement experience in a public body or semi-state agency.
* Able to be a proactive team player and supportive colleague.
* A recognised qualification in procurement would be advantageous but is not a requirement.
* Willingness to take on new responsibilities and ability to work unsupervised or as part of a team.
* Technical knowledge – an understanding of technical language would be an advantage.
* Commitment to developing new skills and embracing new challenges.
