Project Procurement Manager
About the Role
The Procurement team supports Data Centre Global Operations by securing high-quality products at the best value while managing the complete supplier lifecycle.
This includes Strategic Sourcing, Intake, Onboarding, Solicitations, Spending and Transaction Policy Compliance, Contract Management, Supplier Development, and aspects of requisitioning and payment operations.
We are looking for a Procurement professional to provide operational support for data centre construction procurement within Ireland primarily.
As a Project Procurement Manager, you will collaborate with other functions to drive procurement projects and operations.
Your responsibilities will include supplier qualifications, requests for proposals, vendor performance dashboards for construction, due diligence, operational reporting, and supplier data maintenance.
Additionally, you will contribute to process automation, cycle time optimization, and reporting metrics.
The Project Procurement Managers oversee procurement strategies for specific data centre projects, ensuring timely delivery of goods and services while maintaining quality and budget compliance.
They manage the procurement of all necessary equipment, services, and supplies, negotiate with suppliers, and develop strategies to ensure cost-effective and high-quality acquisitions.
Responsibilities
* Vendor Management: Identify, evaluate, and onboard vendors and subcontractors as per project requirements. Manage vendor relationships and performance to ensure alignment with project expectations.
* Coordination and Collaboration: Work closely with project teams to understand technical specifications and delivery timelines. Coordinate with stakeholders to resolve procurement-related challenges.
* Risk and Compliance Management: Ensure all procurement activities comply with corporate policies, legal requirements, and sustainability goals. Identify and mitigate risks related to vendor performance, supply chain disruptions, and cost overruns.
* Reporting and Documentation: Maintain accurate records of procurement activities, contracts, and vendor performance. Provide regular updates to the Global Supply Chain Director on project progress and challenges.
* Project-Specific Procurement Execution: Manage procurement activities for assigned projects, including tendering, contract awards, and supplier management. Develop and maintain project-specific procurement schedules and budgets. Sourcing and Pre-Qualification of Suppliers. Preparation and issue of tenders. Prepare Commercial and technical evaluation of tenders. Chairing clarification meetings. Leading commercial negotiations. Preparing recommendation reports for approval. Preparing and updating procurement strategies. Preparing and updating procurement reports. Preparation of contract documents. Monitor contractor performance and drive improvement. Contract management support during the construction phase.
* Pre-Order Responsibilities: Reviewing MR - Material Requests. Float RFQs (Request for Quote) to Approved Vendors. Following up Tech/Commercial Offer & TQs Closure. Commercial negotiations (Tech./Comm. Clear Bidders) with Technically successful vendors. Internal Estimation/Budget check, CBE (Commercial Bid Evaluation) approval from management, LOI/PO placement.
* Post-Order Responsibilities: Arranging KOM (Kick of Meeting). Following up Eng. documents till Closure stage. Payment Processing for vendors. Supporting Project team in Weekly/Monthly Review meetings. Vendor Site Visits for expedition. Variation Order placements, Inspection arrangements, Logistics coordination, Ensuring MRR processing. Expediting on all fronts to seek Material delivery in line with Project Schedule. Vendor development and vendor evaluation in case of non-approved vendors & new sub-vendors proposed by main vendors. Developing, implementing and driving the Procurement strategies in order to meet cost savings targets. Reviewing and managing the supplier base to ensure consistency with the sourcing strategy.
Qualifications
* Minimum qualifications:
* Bachelor's degree in Business Administration, Supply Chain Management, Quantity Surveying, or a related field or equivalent practical experience.
* 5-7 years of experience in sourcing, category management, or procurement roles, with managing direct spend categories. Ideally within the Data Centre Construction Industry.
* Experience in executing sourcing strategies, Request-for (RFx) processes and supplier evaluations.
* Experience in agreement drafting, review, management and compliance.
* Experience in working with teams and cross-functional partners.
* Preferred qualifications:
* Advanced degree or certifications in Procurement, Supply Chain Management, or a related field.
* Experience in leading projects from a procurement perspective, implementing new strategies, or motivating categories with excellent management skills.
* Experience in developing and managing key performance indicators (KPIs) and metrics to measure supplier performance and track progress towards goals.
* Experience in analysing procurement data, generating reports, and providing insights to support selection-making and performance evaluation.
* Ability to identify opportunities for process improvements and efficiency gains within procurement activities.
