ABOUT THE LAND DEVELOPMENT AGENCY The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact.
It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government.
It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes.
It also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
About the Role: The LDA is now looking for a Senior Planner with a minimum of 12 years' professional post-qualification experience as part of the Planning Services Directorate providing planning development management services for LDA development projects at all stages of their lifecycle.
This is an exciting opportunity for an experienced senior planner with extensive experience in planning and development management to take their careers to the next level and support planning and delivery of the LDA's development and strategic areas projects across Ireland.
This role is for the Development Management Team (LDA Development Projects).
The Senior Planner will play a key role in the development and provision of in-house professional planning expertise and advice to support the LDA in achieving successful planning outcomes and creating sustainable affordable communities.
This will involve developing a customer service approach for planning advisory services and may involve some staff management.
Key Duties and Responsibilities: Supporting and providing development planning expertise to progress multiphase/large scale projects through the planning process and project lifecycle and compliance.Acting as a senior advisor on development management and planning matters for advancing development projects with a focus on ensuring compliant, viable, high quality and deliverable consents.Undertaking planning review and due diligence, quality assurance to support LDA in achieving successful planning outcomes.Supporting the development of the LDA's planning advisory services in support of LDA's mandate.Commissioning/developing as appropriate technical and specialist advice.Advising and providing input on planning legislative and policy matters, including areas of strategic and policy interest for the LDA for development of affordable and sustainable communities.Providing briefing and advice including submissions to national legislation/development plans, planning schemes and other planning related reports as relevant in relation to planning legislative/development management matters.Assisting in the collation, analysis and interpretation of policy and related material and report on items as relevant that may arise relating to changes or issues.Developing processes/procedures/guidelines to support timely and effective advice at key stages, and monitoring and advising on planning matters as relevant.Developing and maintaining collaborative networks with internal and external stakeholders including local authority partners to progress key sites in line with agreed requirements.Building and maintaining positive co-operative working relationships and providing advice and support in an efficient, flexible and responsive manner.Identifying and managing risks for planning related matters for LDA projects and ensuring timely advice to progress/mitigate issues as appropriate to ensure successful outcomes.Any other duties as may be assigned from time to time.Qualifications and Experience Requirements: Minimum of 10 years professional/post-qualification experience.In-depth understanding of the Irish Planning system, the Planning legislation, principles, practices and an ability to familiarise yourself with a changing planning environment.Formal qualification in town planning and membership of professional body (RTPI/IPI) or equivalent.Demonstrable experience and continued professional development related to planning.A high level of proficiency in making professional planning judgements, analysing and balancing the relevant factors in arriving at considered, well-researched inputs supporting robust decision-making processes.Demonstrable teamwork and management qualities and balancing priorities/advancing across multiple areas of work at any point in time.Desirable Skills and Attributes: Third Level Qualification in planning/environmental law legislation.Attention to detail in preparing succinct reports, reviewing plans and reporting requirements.Excellent communication/presentation and interpersonal skills.Ability to prioritise and input to multiple projects and achieve delivery of competing demands within prescribed timelines and deadlines.Full clean driving licence.To Apply: The closing date for applications is 5pm on 25th February 2025.
