This position will be located initially in St. Brocs Business Campus, Clonskeagh, Dublin 6./ Ianod Gno N. Broc, Ospideal Chluain Sceach, Baile Atha Cliath 6 A panel may be formed as a result of this campaign for Director of Nursing (Band 2)
Regional Vaccination Programme from which current and future, permanent and specified purpose vacancies of full or part-time duration may be filled.
Purpose of the Post: The Director of Nursing (Band 2) for Regional Vaccination Programme, HSE Dublin & South East Region / IHA Dublin Suth and Wicklow will:
· Provide clinical governance for the Dublin South & Wicklow Vaccination Service and across the Regional Vaccination Service as may be called upon.
· Provide support to the health promotion and social inclusion agenda with hard to reach groups
· Lead their area of responsibility in all matters related to vaccination & testing services as well as broadening community vaccinations delivery.
In particular, play a key role in achieving the objectives of delivering high quality and safe vaccination & testing services within their area.
· Liaise and collaborate with Public Health, Primary Care, clinical leads, Hospital Directors of Nursing, nursing colleagues and key stakeholders to promote alignment and integration in the implementation of the Vaccination Programme.
· Lead and support National direction linked to the Vaccination Programme, demonstrating leadership by developing, implementing and driving local, regional and national agenda in collaboration with key stakeholders
· Work with all services to implement vaccination delivery by working in collaboration with the service leads in the Vaccination programme to drive improvements in vaccine uptake
· In collaboration with the NIO, Public Health and other key services i.e Social Inclusion provide a health protection role in combating vaccine hesitancy
· Lead out on any changes to the vaccination programme supported by NIAC and operationalised by Access & Integration
· Support an increase in seasonal influenza vaccination uptake to the WHO recommendation of 75% among health care workers and recommended risk groups in long term settings, by working with the flu vaccination lead in Health and Well Being, to provide dedicated information campaign to share the facts and address any misinformation and flu vaccination roll out.
Lead nursing staff in health promotional activities to increase uptake in the Vaccinations, including messaging to encourage confidence in attending vaccination centres for these essential appointments.
· Provide optimal and co-ordinated services to the community by developing and managing working relations with a wide range of stakeholders including colleagues within Health and Well-Being, Primary Care, Older Persons, Mental Health, Disability Services, General Practitioners, Practice Nurses, Community Healthcare Network Operational Managers, Hospital Groups, Voluntary Organisations, representatives of marginalised groups, statutory bodies and professions as appropriate.
· Promote an integrative and collaborative approach which will support the co-ordination of vaccinations of service users across all related services governing other vaccination programmes such as influenza and childhood vaccination programmes to develop sustainable service and excellence
Develop service design and models of care within the Vaccination Programme that are, population based, multi-disciplinary and demonstrate integration across all service domains · Lead the development of clinical governance frameworks and guidance by:
o Developing an integrated care approach in the design, planning and delivery of vaccination programme
o Ensuring evidence informed clinical participation
o Supporting population needs assessment, service designs, planning and the
o implementating person centred, clinically effective, safe care valued bypatients, service users and their families.
· Responsibility for compliance with medicines protocols and medication management across the programme including responsibility for the Cold Chain and reconciliation, thus ensuring the integrity of the vaccine.
· Responsibility for clinical activity across all vaccination, social inclusion and health promotion workstreams.
· Participate in the key public health functions of health improvement and health protection by promoting screening, vaccination uptake and G.P access for hard to reach groups.
· Work across Primary Care with members of the multi-disciplinary team to implement the strategic objectives for the Social Inclusion and Health & Wellbeing Services as required.
· Manage staff on the vaccination programme including requirements for redeployment and skill mix.
· Work across all areas to ensure that the service functions as expected within the area including support with QSSI, PQs, Press queries, complaints, YSYS, incident management, equipment service records, supply monitoring and management, resolution of data quality issues, etc.
