Principal Duties and Responsibilities
Operational Management
* Supporting the HR Manager to provide expert HR and ER Support, direction and guidance on all matters relating to HR and HR processes to managers and staff working within UHW to ensure compliance with best practice and legislation.
* Engage staff and key stakeholders as part of a structured engagement process as required.
* Working with the HR Manager, provide appropriate and agreed HR data as requested by local senior management and Group HR.
* Engage and attend meetings with trade unions and staff representatives as required.
* Liaise with national employee relations as required.
* Taking responsibility for learning and development metrics and overall compliance with mandatory training, including leading on the introduction of a learning management system throughout UHW in collaboration with Group HR.
* Deputise for the HR Manager as and when required.
* Participate on hospital committees and group project teams as required.
* Update relevant HR policies and procedures.
* Any other operational duties as assigned within the HR function.
* To undertake and provide leadership in collective bargaining processes involving Service Managers and Trade Unions, as required.
* Work with the various HR services to ensure that the needs of the Services are being met and delivered effectively and efficiently.
* Work with the HR Manager to implement the Health Services People Strategy 2019 – 2024.
* To facilitate and lead out on Performance Achievement.
Wellbeing
* To support the staff in University Hospital Waterford by implementing HSE Health & Wellbeing Initiatives in an effort to recognise and support staff mental health & wellbeing.
Leadership & Direction
* Work with the HRM and Managers to ensure HR supports the operational needs of the HSE.
* Manage staff within the HR Team.
* Ensure the implementation of the organisation’s Human Resource Strategy in support of the efficient and effective development of human resources within the HSE to achieve its business objectives.
* Provide leadership in the area of change management to ensure the HR policies, programmes and activities are aligned to the organisational goals.
* Assist in the implementation of strategies that promote the HSE as an employer of choice to attract the highest calibre of staff with the appropriate skill mix.
* Promote the development of an organisational culture that values people, their skills, ideas and contribution and genuinely seeks to empower individuals.
* Support Line Managers in identifying and agreeing training and development needs and design continued professional development programmes.
Learning & Development
* Take personal responsibility for own professional development and keep up to date with evidence-based practice and research.
* Attend and participate in relevant staff development programmes on an ongoing basis and share knowledge with other staff members.
* Assist in the training of colleagues where required.
* Identify and inform the Learning and Education Team of any training and professional development requirements.
* Attend all mandatory training days and ensure that all mandatory training is in date as appropriate to the role.
* Comply with all HR system and policy requirements.
Quality Improvement and Risk Management
* Ensure compliance with all relevant HSE Guidelines, policies, procedures and relevant legislation and regulatory requirements.
* Participate in the continuous review and evaluation of policies, guidelines and existing practices through regular audit programmes and review engaging with multi-disciplinary teams where required.
* Assist in promoting a culture of continuous quality improvement across the organisation.
* Be aware of the core objectives, standards and key performance indicators for the service and contribute to the monitoring of performance against these standards.
* Participate in the requirements of the organisation's risk management programme.
* Promote the delivery of a high standard of care to all patients.
* Work with members of the team in devising Standard Operating Procedures for the development of the Department/Organisation.
Administration
* Ensure the efficient day-to-day administration of the area of responsibility.
* Ensure deadlines are met and that service levels are maintained.
* Support the preparation and issuing of office documentation (correspondence, reports, minutes etc.) to the highest possible standard by monitoring own and peers work to ensure quality and accuracy.
* Use appropriate technology to ensure work is completed to a high standard.
* Ensure that archives and records are accurate and readily available.
* Maintain confidentiality of documentation, records, etc.
* Ensure Line Management is kept informed of issues and that communication is appropriate and timely.
Standards, Regulations, Policies, Procedures & Legislation
* Maintain own knowledge of relevant HR/IR and HSE policies, procedures, guidelines and practices to perform the role effectively and to ensure work standards are met.
* Maintain own knowledge of relevant regulations and legislation e.g. HSE Financial Regulations, Health & Safety legislation, Employment legislation, FOI Acts etc.
* Awareness of the responsibilities under the Safety, Health and Welfare Act 2005 ensuring that agreed procedures are carried out and that a safe working environment is maintained for patients, visitors and employees.
* Pursue continuous professional development in order to develop management expertise and professional knowledge.
* Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards and other standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards.
Role may change in line with Service needs and remodelling of HR roles within UHW.
