Position Description
The Senior Cost Specialist - Quantity Surveyor will play a crucial role in the power industry's infrastructure development, collaborating with design professionals, partners across ESB, and contractors. This position aims to enhance the visibility of the Quantity Surveying function within ESB while maintaining high standards, developing staff, and improving stakeholder management.
Key Responsibilities
Some key responsibilities include:
* Identifying and delivering enhanced commercial value on construction projects for ESB through design economics, standardization, and BIM integration opportunities.
* Providing expert advice and knowledge to internal and external stakeholders on commercial matters and risk identification for traditional re-measurable contracts, D&B, and EPC models.
* Leveraging strong leadership skills to develop commercial management capability through lessons learned, junior staff mentoring, and collaboration.
* Driving continuous improvement in commercial contract issues and cost management through procedure development and knowledge transfer.
* Delivering full-range commercial management services throughout the project lifecycle for strategic projects.
* Leading the delivery of commercial tender enquiry documentation, subsequent assessment, and critical evaluation of tenders, including collaboration with procurement functions.
* Monitoring costs for civil works and other elements throughout the project lifecycle and advising on cost accrual and Capex approval.
Knowledge, Skills, and Experience
Essential
* Seven years of post-graduate experience is required.
* A proven track record in delivering commercial management services.
* Strong knowledge of main conditions of contract administration, including FIDIC Conditions of Contract.
* Detailed knowledge in cost estimating, tendering, post-tender evaluation, and pre-contract negotiation.
* Detailed knowledge and negotiation skills for variation assessments and contractor claims.
* Detailed knowledge in cost control reporting and management.
* Good understanding of project work phases, from scoping to construction.
* Ability to make quality decisions and judgments.
* Ability to share knowledge and develop junior staff.
* Valid driver's license for the Republic of Ireland.
Desirable
* Experience with Buildsoft & Cubit software would be advantageous.
* Civil Engineering or Utility project experience with contracts over €10m in value would be beneficial.
Qualifications
Essential
* A Level 8 Degree in Quantity Surveying or equivalent work experience.
* Chartered status in a recognized professional institution.
